The fundamental way out for agriculture lies in science, technology and education, agriculture and rural economic growth must rely on scientific and technological progress and improving the quality of workers. To achieve the agriculture and rural economy development goals, the key is to development human resources in rural areas, strengthen agriculture and rural development of qualified personnel. However, with the social development , rural human resources in terms of building human resources in quantity and quality of the talent on the far majority of the rural areas can not meet the demand of rural personnel of the structural problems, and completely restricte the rural reform and rural economic development. In order to optimize the development of qualified personnel system in rural areas, promote rural development of qualified personnel system and institutionalize, and achieve sustainable development and ultimately better serve the building of new socialist rural areas, this study based on the basis of research in the city of Qingyuan, Guangdong, analysised and summing talented people in rural areas of Qingyuan City, the building of the actual situation, problems and related reasons. Based on the application of principles of the system, the article build the rural development of new qualified personnel system about Qingyuan City from the building and training, team selection and evaluation as well as the level of demand and incentive.Study, author first analysised on the human capital theory on the system, combined with the dual development theory and Deng Xiaoping's rural human resources development in rural areas, and so on ideological and theoretical building of human resources issues in multi-disciplinary perspective than that of a full range of systems analysis, laid the theoretical foundation so as to personnel of a research Qingyuan City in rural areas.Second, a brief analysis of the related concepts of human resources in rural areas and rural areas, as well as the characteristics of human resources and to define the classification criteria, a summary of key personnel of a rural home and abroad of the status quo and experience, the experience is of great reference role for the city of Qingyuan in rural areas of the construction of the building system.Once again, through the basic situation of agriculture of the Qingyuan City and a brief introduction of Qingyuan City-based personnel in rural areas of research data analysis, come to the city of Qingyuan in rural development personnel of a specific performance, as well as experience with the problems and issues for analysis of the reasons. Finally, from of the three aspects of the building and training, team selection and evaluation as well as the level of demand and incentive to explore institutionalization in order to build the city of Qingyuan in rural areas of the building of a harmonious and orderly development of the system.The present research papers hope to the to provide a reference for future relevant government policy or system, and to contribute to the building of sustained and healthy development human resources in rural areas in Qingyuan City, and the building of new socialist countryside.
