Research On Shanxi Public Rental Housing Policy Evaluation

With the construction of the indemnificatory housing, the policy of the publicrental housing has begun to be carried out. this policy has frequently been drawnattention by the pubic and the Party and the government has also attached importance tothe policy. The emergence of public rental housing is mainly to solve the housingproblem of the sandwich-class in China and to achieve the grand goal of "everyone hasroom to live". The current goal of public rental housing is to help overcome the housingdifficulties of low-income people, to regulate housing market, and to curb thehigh-speed rising of housing prices, as well as to standardize the rental housing market,so as to provide a fundamental guarantee for the steady and healthy development of thehousing market. Based on the public rental housing construction and development ofShanxi province, this thesis researches the public rental housing policy thoroughly bythe ways of the theory, system, This thesis hopes to give relevant reference for Shanxiprovince public rental housing policy, which can have the system of housing securitysystem in Shanxi be improved.After elaborating the related theory, the concept, and collecting a large number ofthe related data of policy evaluation at home and abroad, this thesis gives effectiveevaluations on the characteristics of public rental housing policy, the supply situation inShanxi Province, the demand situation, and the distribution; and uses the grey systemtheory to set up the grey comprehensive evaluation model, then evaluates the actualstatus of the operation with the selected evaluation index from2011to2011in Shanxiprovince. Finally this thesis puts forward the related countermeasure to promote theeffect public rental housing policy.Through the research of the public rental housing policy, this thesis shows thateven though this policy has helped to solve the problem of the housing difficulties ofsome low-income people, unbalanced supply and demand, imperfect supportingfacilities, unfair phenomenon and so on during the four years in Shanxi province. Theinnovations of the thesis and deficiencies: using hierarchical analysis method toestablish evaluation index system of public rental housing policy, and using the greyevaluation model for reasonable evaluation, this thesis quantifies the qualitative indexesand provides a reference for future related research.
