At present,the problem of aging in China is prominent.As a social pension mode,pension real estate has become a hot topic nowadays.However,when the government is building all kinds of old-age service facilities,it needs to bear great financial pressure,and it is difficult to efficiently provide diversified pension products.At the same time,the pension real estate has a long period of investment recovery,its audience group is single,and its risk is larger than the ordinary residential property,which leads to the private sector lack of independent investment enthusiasm.There are many problems in the development of pension real estate.The combination of PPP(Public-Private Partnerships)financing model and pension real estate can relieve the financial pressure of the government,improve the efficiency of construction and operation,reduce the risk for the private sector and improve the stability of the income.And the primary task of developing PPP project in pension real estate is to carry out effective risk management.This paper first explained the concept,background,and current research status at home and abroad of the pension real estate and PPP model,analyzed the necessity and feasibility of combining the PPP model with the pension real estate in China,and expounds the operation process of the PPP project in pension real estate.Secondly,summarized the general process of risk management,and studied the risk characteristics and risk management process of PPP model.Then used The WBS-RBS(work breakdown structure-risk breakdown structure)method to identify the risk of thePPP project in pension real estate,and used the group decision characteristic root method to eliminate the non-critical risk factors.Established the risk evaluation index system of the PPP project in pension real estate,and combined the ternary interval number with the analytic hierarchy process to construct the risk comprehensive evaluation model of PPP project in pension real estate.Finally,through the empirical analysis,the validity and reliability of the risk comprehensive evaluation model are verified.Based on the results of the evaluation,the proposal of the risk sharing scheme and the risk response measures for the PPP project in pension real estate is given.The example shows that the research of this paper has put forward a new method for the risk management of PPP project in pension real estate.It has made a useful attempt to reduce the investment risk for the private investors.The research of this paper has certain social significance and application value.
