In the era of Chinese strategic emerging industries growing rapidly and the industries structure facing promotions,the Science-based industries in China meet the dilemma of short support in fundamental research and depending on foreign core technology import.To solve the problems,it is beneficial to guide and use the science and technology(S&T)resource efficiently by recognizing the different demands of industries on S&T from the perspective of industry-science correlation.Additionally,the university-industry collaboration(UIC)plays an important role in Chinese technology innovation system,however,the low level of cooperation and the lack of sustainable mechanism in UIC prevent the healthy development away in China.To analyze the current situation and problems of UIC in China,the thesis distinguishes the foundation of different kinds of industries and discover their appeal of UIC by using scientific metrology and empirical approach.From perspective of industry science correlation,this study distinguishes 31 Chinese industries into two categories,the science-based industries and the technology-based industries,and utilizes the improved information entropy model to identify the difference and dynamic evolution of the UIC relationship strength and innovation quality for two types industries.Based on empirical outcome,the study gives policy recommendations for improvement of the dilemma in Chinese science-based industries.The paper finds that industries science correlation is totally general in China,along with the unbalanced phenomenon in UIC between two categories industries.Precisely,the relationship strength of UIC in science-based industries is relatively low but innovation quality is much higher.On the contrary,the technology-based industries have higher UIC relationship strength but lower innovation quality.This contradiction brought about the cooperation focus gradually moved down during the UIC development in China which resulted in the restriction of overall quality improvement.In particular,science-based industries show a substantial influence by environmental dynamics.Additionally,the study discovers the clustering effect of the UIC relationship strength and innovation quality,whose stability and consistency have been proved in dynamic evolution.On this basis,the thesis argues that universities and academics should focus on the strength of their technology ability in UIC to bring about variable collaborations in different kinds of industries.What's more,decision-making departments in China must follow up and guide the flow direction of innovation resource.Besides,government should supervise the behavior in UIC by adopting evaluation reform and providing allowance only after innovation.The study insists that it is the efficient UIC regime and sustainable input of basic research that will break through the dilemma of the science-based industries in China.
