“Further simplify policy decentralization and deepen the reform of the institution of the administrative approval system” is requested by Committee of the CPC through promulgating the “Decision of the Central Committee of the CPC on Comprehensively Deepening Reform of Several Key Issues” after the Third Plenary Session of the 18 th CPC The reform of the commercial registration system,as a major reform related to the institution of the administrative approval system,also shows a change of “Simplified Enrollment and Strict Management,” and it strives to get rid of the Guideline of “strict market entry barrier,” which is originally Planned Economy.However,as the reform is ongoing,“Simplified Enrollment” has liberalized the strict registration restrictions,but the “Strict Management” system has not kept pace with,which has contributed to the issues of false registration of commercial affairs such as using fake ID cards,fake real estate licenses,fake signatures,and fake business operations to get false registration of commercial affairs,which has seriously affected the credibility of the government and the reform of the commercial affairs system,and has also had a certain impact on the market.The research begins with the examination ways of commercial registration,taking the false commercial registration cases collected by the Market Bureaus of Guangzhou Development District as examples to analyze and get the reasons that are the incompleteness of the business system reform,lack of credit,and failure of the accountability system.Based on these three reasons,the research suggests some solutions as clarifying the examination and ranges of the registration authority,specifying the standard of examination,deepening the reform of the commercial registration system and lowering the standard of enrollment,establishing credit supervision mechanisms,strengthening law enforcement supervision,implementing the supervision before and after enrollment,and improving the legal mechanism and other solutions to prevent false registration of commercial affairs from happening again and again.
