| After Premier Li Keqiang proposed in his government work report for 2015 to build a new pattern of all-round opening to the outside world,China's opening up to the outside world continues to deepen.In the course of opening,China has formed six categories of more than 100 Customs special supervision areas.In response,the General Office of the State Council has issued corresponding documents to integrate various special management areas into a comprehensive bonded area.The bonded area is the first batch of special management areas in China,and the original policy advantages have been weakened.In recent years,the Guangzhou Bonded Area has experienced serious inward and outward policy changes,where many companies have already moved out.Optimizing the trade supervision system is of great significance for the Guangzhou Bonded Area.Based on the customs documents,relevant policies and my field research of the past years,the following questions are drawn:(1)The reporting department and procedures are cumbersome;(2)There is no linkage supervision between regions;(3)It adopt an obsolete regulatory model;(4)The management department often implementing policy inappropriately;(5)The circulation of domestic sales is limited;(6)The 24-hour customs clearance audience is small.(7)The custody of the emerging and commercial trade business is cumbersome.After analyzing the reasons behind the Guangzhou Bonded Area problems,this paper studies the comparatively mature domestic and foreign trade supervision content,combines the actual conditions,and believes that the bonded area should(1)To create a professional supervision body with clear responsibilities,and to achieve intelligent and accurate supervision;(2)To adopt a variety of innovative regulatory measures and diversify convenience objects.(3)The paper manual transitions to the electronic account book,and the supervision carrier electronically;(4)Implement the interconnection and supervision under the credit management + risk management model. |
