The report of the 19 th National Congress pointed out that from now until 2020,China will enter the decisive period for building a well-to-do society in an all-round way.It is a solemn commitment made by our party to do a good job of alleviating poverty in the rural poverty population under the existing standards.Hard task.The poverty-stricken areas located in the economic zone around the capital have important ecological locations.The ecological environment in the area is relatively fragile.In many areas,development is restricted and development is prohibited,and the region is caught in the dual dilemmas of economic poverty and ecological poverty.Therefore,poverty eradication is extremely difficult.On the premise of protecting the ecological environment,it is the most important direction for development of poverty-stricken rural households to get out of poverty,and achieving professionalization of farmers and urbanization on the ground will be conducive to the implementation of ecological rehabilitation and accurate poverty alleviation policies in the region..This paper summarizes the evolution of the national anti-poverty policy and the anti-poverty policy documents of Hebei Province.Based on the overall understanding of anti-poverty policies,it investigates and visits the three impoverished counties in Chiping County,Quyang County and Yixian County.The county's farmers distributed questionnaires to have a comprehensive understanding of the professionalization of peasants in the impoverished counties and the status quo of urbanization in situ.Through investigation,we learned that relying on the support of national policies,the promotion of industrial poverty alleviation policies,and the local resources and environment,the professionalization of peasants has made certain progress in the poverty-stricken counties and gained many experiences.The professionalization of peasants has achieved significant results and has helped.Poverty-stricken rural households have taken off from poverty,protected the ecological environment and promoted the coordinated development of urban and rural areas.But at the same time,it also faces the dilemma of the serious loss of young rural labor force,low cultural quality of farmers,and the lack of a perfect vocational education system.The development of peasants' professionalization requires a carrier that is in-situ urbanization,and for the deeper and poorer areas to be able to achieve significant development must be supported by industry,and local urbanization will provide a platform for the development of regional industries..Through investigation,it was found that poverty-stricken areas,under the premise of combining their actual conditions,carried out scientific planning for the town distribution system,implementation of village transformation and upgrading,and poverty alleviation and relocation policies in different places.This not only provided a realistic basis for poverty alleviation and development but also effectively solved urbanization.The outstanding problems,the accumulation of industries and development,and the reduction of village recurrences will eventually lead to sustainable development in rural areas.Through research,it has also been found that the professionalization of farmers and in-situ urbanization are mutually reinforcing.The professionalization of farmers contributes to the realization of in-place urbanization,local urbanization provides the carrier for the professionalization of farmers,and the promotion of professional development of farmers.It acts on accurate poverty alleviation and promotes poverty alleviation work in poverty-stricken areas.According to the research and analysis,it proposes to improve the farmers' professional skills training system and qualification certification system,improve social security,improve the social identity of farmers,promote industrialization of local urbanization,scientifically plan the development of urbanization,and protect the ecological environment.It promotes policy recommendations such as the implementation of precise poverty alleviation policies,adherence to the people-centered development concept,full use of the government's driving force,and the company's pulling power.The professionalization of peasants and urbanization on the ground must be mutually reinforcing and coordinated development in precision poverty alleviation.Together,the two will promote the sound development of poverty-stricken areas and ultimately drive the local farmers out of poverty.
