With the rapid development of industrialization and urbanization,the amount of farmland is increasing by land requisition.This problem is related to the rural stability and the long-term development of agriculture.Meanwhile the institution of land requisition in our country is imperfect,land interest relationship is not reasonable and farmers' rights and interests cann't be protected.The author carry on a case study based on Shishou City to discuss that how we can set up reasonable land compensation standards,allocate the land incremental benefits in the process of land requisition,guarantee the reasonable benefits of farmers' and the rural collective organization.Through questionnaire surveys for landless peasants and interviews with village cadres and local official of land resource management sectors,this research understands land income distribution pattern in Shishou county,attitude and willingness of each stakeholder to the existing distribution relationship.This paper also calculates the proportion of land income distribution under the current policy system in Shishou county.The study compares three conditions and then adjusts the interest relationship according to the differences.The results show that landless peasants are dissatisfied with current land income distribution pattern because of the huge gap between their expectation and reality;the village cadres also believe that current compensation standards for land requisition cannot satisfy the needs of collective economic organization;at present the local government is the most profitable.This paper proposes to improve the current land requisition compensation standards,strictly protect rights and interests of peasants,and establish a long-term social security system for landless peasants.The government should not ignore the interests of rural collective and need to establish a special development fund for collective to help them perform their duties.At the same time local government should strengthen the use of funds regulation and internal supervision while it obtains huge land income.
