Study On The Difficulty And Countermeasure Of Grass-roots Agricultural Technology Extension

In 2017,the strategic plan of "realizing the organic link between small farmers and the development of modern agriculture" as well as "technology driving" put forward by the Party's 19 th CPC National Congress are important features of modern agricultural development.Therefore,promoting the development and popularization of agricultural technology is the key to implement deployment of 19 th CPC National Congress.The promotion of agricultural technology not only involves improvement of agricultural and scientific research,but also depends on whether or not agricultural technology can be mastered and utilized by farmers.However,due to various reasons,the promotion of agricultural technology in China is still faced with the problem from scientific research institutions to "last kilometer" from fields.This study selects promotion practice of agricultural technology in D county as the research object.The material mainly comes from observation and record of the author's work.As the big agricultural county in northern Shaanxi,demand of D county to agricultural technology is self-evident.Agricultural technology is needed to improve efficiency of agricultural production,and policies of government's agricultural development also strengthen demand for the transformation and upgrading of agricultural technology.In recent years,lots of work have been done by D county in promotion of agricultural technology,which provides abundant primary materials for the development of research.Starting from the practical logic of promotion of agricultural technology at the grass-roots level and practical logic of farmers' agricultural production,this paper analyzes its difficulties and obstacles in D county,and puts forward countermeasures and suggestions.It is found that there are three characteristics in the acceptance of new technology in D county: high expectation of technology income,high aversion to technology risk and low acceptance to technology complexity.At present,there are still some problems in promotion of agricultural technology in D county: "mismatch between the technology supply and farmers' livelihood demand","low degree of autonomy of the farmers' application of agricultural technology" and “differentiation of the rural social structure brought by the new technology".In the author's perspective,theses obstacles can be overcame by "strengthening construction of talent team,improving incentive mechanism of personnel”,“strengthening combination of production,study and research,enhancing pertinence of agricultural technology development" and "paying attention to promotion of livelihood improvement type agricultural technology",thus improving the social benefits of promotion of agricultural technology.
