| Although the widespread application of chemical agriculture has solved the problem of food for 1.3 billion people in China,but it has also led to problems such as water and soil pollution,destruction of biodiversity,and intensification of human problems.Organic agriculture has been widely recognized and developed worldwide for its more sustainable production methods in a more environmentally friendly,healthy and socially just way.The development of organic agriculture is of great significance in achieving sustainable agricultural development and ensuring food safety.Until the end of 2017 in Heilongjiang Province's organic certification reached 2,182,accounting for 11.6% of the country,and the number of certified enterprises reached 1,012,ranking first in the country.The planting area of organic products has exceeded 6 million mu,ranking first in the country.The field of organic certification covers the fields of planting,aquaculture,wild collection and processing.The organic market continues to expand and the sales of organic products continue to rise.The organic food brands such as “Northern Wilderness”,“Five Chang Rice” and “Cold land Black Soil” were formed.Although organic agriculture in Heilongjiang Province has been greatly developed,but it is still in initial stage and there are so much problems,such as small scales of enterprises,low technology content,low industrialization level;low level of production standardization;insufficient understanding of farmers' organic standards;market information services lag,product circulation is not smooth;the sales channels are not fully established;the government has insufficient supervision on the quality of organic agricultural products,and the enterprises have poor self-binding;the government`s support does not enough,and the investment is insufficient.By exploring the experience of organic agriculture development in developed countries and the way of market operation,SWOT analysis method is used to search the advantages and disadvantages of developing organic agriculture in Heilongjiang Province,discuss the factors of affecting the development of organic agriculture the article proposed suggestions,that we should optimize the regional layout and the rural industrial structure;improve deep processing of enterprises and the industrialization system;raise the quality and safety of organic products;implement brand strategy and expand sales channels and the government should intensify supporting of enterprises,of scientific and technological innovation and expand technology promotion.It has practical significance to solve the problem of sustainable development of agriculture,the issue of “agriculture,rural areas and farmers”,improve the rural industrial structure,the economic benefits of rural areas,and expand the export of agricultural products. |
