Research On Transformation And Development Path Of Old Industrial Cities

The development of urban transformation includes comprehensive development of economy,society and ecology.It is a strategic adjustment of a city based on its own basic conditions.It involves urban management,choice of leading industries,optimization of three industrial structures,improvement of urban functions,optimization of urban development environment and regional urbanization.etc.Compared with other cities,the leading industries of old industrial cities are obviously declining,the industrial structure is more backward,the problems of slow development and inadequate development are more serious,the mode of development is still extensive,the constraints of environmental protection are more tight,and the transformation and development are more urgent and arduous.Anyang is a typical old industrial city in central China.Since the founding of the People's Republic of China,the industrial development changed from weak to strong,which has a profound impact on urban development.It not only gives the city a unique and important position and role,but also brings a great burden and problems to urban development.In recent years,Anyang has carried out bold practices in industrial development,infrastructure construction,environmental optimization,reform and opening up and innovation,and made some progress.However,besides the common failures of old industrial cities,there are still some personalized problems that are difficult to solve,mainly reflected in the backward development mode,slow kinetic energy conversion,Tightening of environmental constraints,inadequate innovation capacity,and inadequate factor guarantee,etc.The old industrial base of Ruhr in Germany,Chicago in the United States,Xuzhou in Jiangsu are three successful regions and cities in urban transformation and development at home and abroad.Their industrial bases before transformation are similar to those of Anyang.Their successful experiences and paths of transformation and development are also of great significance to Anyang.To sum up,there are three key ways for Anyang to learn from their experience and enlightenment.One is to put the acceleration of industrial transformation and development in the first place,the other is to strengthen urban construction and improve the comprehensive functions,and the third is to actively integrate into the development strategy of urban agglomerations.Based on the theory of urban transformation and development and the reality of Anyang,this paper puts forward the path of optimizing urban transformation and development in Anyang,that is,by accelerating the industrial transformation and development by strengthening the motive force of scientific and technological innovation,strengthening the leading industrial clusters,highlighting the city's characteristic functions;by improving urban infrastructure and public service continually,Strengthening the Protection of Urban Ecological Environment,improving the level of government governance,speeding up the improvement of the ability of government to manage cities,and constantly improving the comprehensive functions of cities;by integrating into national development strategies actively such as "Beijing-Tianjin-Hebei coordinated development" and "three districts and one group",accelerating the realization of regional urbanization and promoting the maturity of urban development patterns.This paper hopes to cultivate and strengthen the core competitiveness of Anyang through the continuous exploration of this path,to assume an indispensable and unique role in regional economy and even international economic and industrial division,to establish the future city status,and to continuously enhance the urban carrying capacity,improve urban governance capacity,and optimize urban development environment,improve people's happiness index in urban life.
