| Suzhou Industrial Park(SIP)is an important cooperative project between the governments of China and Singapore.It was approved by the State Council in February 1994.After more than 20 years of development,SIP has grown from a low-lying paddy field near Jinji Lake to a modern new urban area which promotes the prosperity of the city and is also the most influential National development zones in China.Therefore,discussing the development process and valuable experience of Suzhou Industrial Park can provide useful reference for the development,construction and sustainable development of different types of economic development zones in China.The development and construction of Suzhou Industrial Park involves five townships:Loufeng Township in the suburb of Suzhou and Xietang Town,kuatang Town,Shengpu Town and Weiting Town in Wuxian County.Taking Suzhou Industrial Park and its surrounding villages and towns as the object of investigation,this paper analyses the development planning and industrial structure characteristics in different development periods through interpreting the development process and planning adjustment of SIP for more than 20 years,and understands the process of urban and rural regional development and industrial transformation and upgrading as a whole.Suzhou Industrial Park is planned and constructed in accordance with the city’s functions,taking the road of integration of production and city with scientific planning and orderly construction.It has undergone four rounds of planning adjustment in 1994,2001,2006 and 2012,respectively,reflecting the remarkable characteristics of the combination of overall planning and dynamic development.By improving the layout and construction of infrastructure with traffic network as the core,urban and rural resources can be shared,and the synchronous and coordinated development between the park and the surrounding areas can be promoted.Based on the theory of industrial cluster and urban-rural dual economic structure,this paper investigates and analyses the industrial development process of Suzhou Industrial Park.SIP has experienced four stages of industrial development:laying a foundation,leaping over development,transformation and upgrading,and high-quality development.The industrial form has changed from processing trade industry to service-oriented economy,emerging industry and innovative economy.It has become an important growth pole of economic and social development in Suzhou.In addition,this paper selected three elements of land use function,public service facilities and transportation system,analyzed the internal and external driving forces of industrial transformation and upgrading of the park,summarized the mode and experience of urban and rural regional development of Suzhou Industrial Park,analyzed the development trend of SIP and the characteristics of industrial transformation and upgrading,and put forward optimization suggestions for urban and rural regional development and industrial restructuring. |
