Empirical Study On The Evolution Characteristics And Performance Of Science And Technology Innovation Policy

Science & technology innovation policy,a powerful tool and means to lead the transformation of economic development mode and improve the quality of economic development,has a clear guiding role in scientific & technology innovation activities.The formulation and performance of policies are determined by the synergy of policy subjects,policy objectives and policy tools.Therefore,based on the theoretical review,from the two aspects of policy external attribute quantification and internal semantic mining,this paper focuses on the research of science & technology innovation policy in Shaanxi Province,and conducted specific research by following the analysis order of policy released departments,the division of policy areas and policy tools.Besides,social network analysis methods were used to study the relationship between policy actors.Co-word analysis methods were used for division of policy areas and structural analysis,and the quantitative analysis of policy was conducted from the perspective of policy tools.Text analysis was the basis of the other two methods.The department who issued and implemented policies were transformed from a single one to policy-making jointly,and the network size of policy-making jointly were gradually become larger.The policy areas have changed significantly from 2001 to 2017 and the policy system was becoming better,but lack of the pertinence.The environmental policy tools are the main tools,the supply type policy tools are second,and the demand oriented policy tools are seriously inadequate.The use of policy tools was inefficient and the policy support for the primary industry was weakest.The number of policies and the target of policy effect has the obvious improvement effects on the policy performance,the intensity of policy can reduce the performance,and the impact of policy goals on policy performance is partly significant,among them,intellectual property protection has a significant positive effect on policy performance.but the goals of scientific technological achievements transformation and technology importation & independent development had negative impact.Finally,we put forward some pertinent suggestions from reducing environmental policy,paying more attention to demand oriented policy,strengthening government cooperation and the work of policy assessment.
