| Scientific and technological innovation is the guarantee for a region to maintain and continuously improve its competitiveness.The implementation of the strategy of scientific and technological innovation has become the common choice for the economic and social development of all regions.The most direct driving force to promote the development of science and technology innovation in a region is the science and technology innovation policy.Science and technology innovation is not only difficult in science and technology,but also has high risks and non-marketability,which urgently needs the support and support of government policies.The policy of science and technology innovation plays a significant role in encouraging innovation activities,improving innovation efficiency,promoting the transformation of scientific and technological achievements,improving national and regional innovation capacity,and promoting rapid economic and social development.It is a key factor that determines the development of regional innovation.In the process of promoting innovation,the government needs to formulate reasonable policies to strengthen macrocontrol and intervention in scientific and technological innovation,guide and promote its innovation and development,and enhance the overall competitiveness of this region.As a province with strong science and education,jilin province is an old industrial base in northeast China.Governments at all levels have also formulated many policies on scientific and technological innovation,which provide support for accelerating the industrial upgrading and promoting the transformation of economic development mode,and have achieved certain results.However,there are still some problems in the policies on scientific and technological innovation.It is of great significance to analyze and study the policy of science and technology innovation in jilin province,to formulate and perfect the system and function of the policy,to promote the development of science and technology innovation,and to improve the innovation strength.Therefore,this paper selected jilin province science and technology innovation policy for analysis and research.This paper is based on the theory of science and technology innovation policy.After sorting out the existing science and technology innovation policies of jilin province,this paper analyzes the science and technology innovation policies of jilin province in the past 10 years by means of content analysis.This paper analyzes the science and technology innovation policy of jilin province from the two dimensions of policy text attribute and policy content.The dimension of policy text attribute is mainly analyzed from three directions: the number of policy promulgation,the type of policy effectiveness and the department of policy promulgation.The quantitative analysis of science and technology innovation policy is mainly to find out its rules or characteristics from the time series of policy promulgation,and to investigate the importance of jilin provincial government to science and technology innovation in different time periods based on the investment degree of science and technology innovation policy.The analysis of policy effectiveness types mainly measures the effectiveness of jilin province's science and technology innovation policies from the composition of policy types,and investigates the subject of policy concern and influence,so as to understand the authority of policy and the degree of enforcement.The analysis of policy promulgation departments is mainly based on the structure of single department and multi-department joint release of science and technology innovation policies,to find out the main departments of making science and technology innovation policies,and to investigate the coordination and cooperation among various departments.Policy content dimension selection analysis from the perspective of policy instruments,policy tool is the basic elements of policy,is to achieve the policy intentions of specific measures,the government science and technology innovation policy requires the implementation of the policy tool to achieve,therefore,the use of policy instruments is to a large extent affects the achievement of policy objectives,policy tools analysis becomes an important aspect of science and technology innovation policy content analysis.Based on the analysis of science and technology policy,the existing problems of innovation policy are found out,and the Suggestions of policy optimization are put forward.The analysis shows that there are some problems in the dimension of science and technology innovation policy text attributes.Judging from the number of policies,the number of policies is seriously insufficient,which does not fully keep up with the pace of social and economic development in Jilin Province.From the perspective of the type of policy effectiveness,the policy system is not sophisticated enough.There are too many notification and opinion policies,and few laws and regulations.Supporting detailed implementation rules,the policy is relatively flexible,and lacks measurable and easy-to-operate implementation standards.From the perspective of the promulgated departments,the joint promulgated policies are relatively few,and the various policies lack interaction and coordination.The following problems exist in the content dimension of science and technology innovation policies,and the proportion of policy tool types is unbalanced.In the science and technology innovation policy of Jilin Province,three types of policy tools,namely,supply,environment and demand,have been used,but the use of these three types of policy tools is quite different.The use of environmental policy tools is high,and the use of demand policy tools is obviously low,which affects the exertion of policy synergy and is not conducive to promoting the development of scientific and technological innovation.Specifically,in terms of supply-oriented policies,the policy to guide investment in scientific and technological innovation funds is not enough,and the use of scientific and technological information support policy tools is less,which has not played its due effect on the scientific and technological innovation process of Jilin universities and research institutions.;There are too many guiding policies in human resources policies,and there are few supporting policies and other supporting policies.In environmental policies,most scientific and technological innovation policy documents appear in the form of strategic measures,and the policy level is low,resulting in science and technology.The direct applicability of innovation policies is weak,and the normative social relations are relatively narrow.Financial support policies are scattered in various policies,which brings problems to policy implementation.Tax policies are not widely used as a means of adjustment.Tax incentives and targets Imbalance;in demand-based policies,the number of demand-based policy tools is too small to play its due role,and many policy tools were previously blank.Based on the above issues,the following policy optimization suggestions are proposed: First,increase the emphasis on scientific and technological innovation and increase the number of scientific and technological innovation policies.The second is to strengthen the authority and operability of policies.The third is to increase the jointly promulgated policies and improve the coordination and cooperation mechanism of policy participating departments.Fourth,we should attach importance to the functions of multiple choices and combinations of policy tools for scientific and technological innovation,reasonably plan the coordination degree of policy tools,and improve the situation of "emphasizing the environment","emphasizing supply",and "emphasizing demand".Fifth,we will give play to the driving role of supply-oriented policy tools.Sixth,we will give play to the supportive role of environmental policy tools.Seventh,we will increase the number of demand-based policy tools. |
