Land is one of the most important resources for farmers' production and life.Nowadays,the drawbacks of the household contract responsibility system for joint production continue to emerge.There are mainly problems such as the small scale of farmer's land management,the lag in the flow of rural land resources,and the inability to raise the scale efficiency.This has to some extent constrained the development of modern agriculture.Land transfer is the fundamental way to solve these problems.On the one hand,it liberates the rural labor force;on the other hand,it greatly improves the efficiency of rural land use,allowing land users to obtain more income through large-scale land use,and also for the scale of agriculture.Industrialization has a very big role in promoting.Therefore,it is imperative to promote the development of rural land circulation,and land ownership is the primary task for achieving land circulation and scale management.Since the No.1 document promulgated in early 2013 emphasizes the completion of the registration of rural contracted management rights within 5 years,by 2018,during the process of ascertaining the rights of rural farmer households in Hongdong County,the land rights determination work will be performed on the farmer's land.The willingness to transfer must have a certain influence.Therefore,analyzing the influencing factors of farmer households' willingness to transfer land under the background of land ownership rights is of great significance to the transfer of land scale after the completion of land ownership.The research idea of this paper is that in the context of land ownership,taking Hongdong County as the research area,based on a large amount of literature in the early stage,and combing and summarizing the research dynamics of domestic and foreign scholars,a questionnaire related to the land transfer of rural households was designed to Shanxi Province.Hongdong County field survey,combined with field surveys,statistically describes the land transfer situation and behavior of farmers in the survey area,and uses Logistic model to analyze the factors that affect farmers' willingness to transfer land contractual management rights,and finally analyze the current Hongdong County.The problems in land circulation,and put forward corresponding countermeasures to promote the development of land circulation.The main conclusions of the article are as follows:(1)Farmers' willingness to transfer land: Hongdong County farmers will have less willingness to transfer land.Farmers willing to participate in land transfer accounted for 46.1% of the total,while those who did not want to participate in land transfer accounted for 53.9%.(2)Under the background of land ownership rights,the education level of households,the annual household income of households,the area of family farms,and whether the farmers believe that it is necessary to sign contract recognition in the land circulation,and who knows the interests of land rights protection The change in the number of hectares of land after rights has a significant effect on farmers' willingness to transfer land.The main sources of farmer households' gender,family labor force and household income have no significant effect on farmer households' willingness to transfer land.(3)There are problems in land transfer: At present,the land circulation in Hongdong County is mainly due to the fact that the land flow of farmers is lower and the development of land circulation is restricted;the circulation behavior is not standardized,and the land circulation is restricted;the circulation scale is small,and the scope of circulation is small.It is not broad;the social security system is imperfect,which weakens the enthusiasm of farmer households for land circulation;the right to land contractual management rights is not effectively guaranteed;farmers' professional cooperatives are slow to develop and have limited driving effects;the types of disputes in land circulation are complex and difficult to resolve;The circulation of information is not smooth and hinders several issues in the development of circulation markets.(4)Put forward solutions to the problems: It is suggested that the education and training should be strengthened to promote the transformation of the peasants' way of thinking;regulate land transfer procedures,improve the risk prevention mechanism for land circulation;give full play to the role of grassroots party organizations,promote the scale of land management,and accelerate rural society To strengthen the construction of security system,adjust the target of agricultural subsidies,strengthen skills training for farmers,transfer rural surplus labor force,accelerate the construction of farmers' professional cooperatives,promote the development of cooperatives,improve the mediation mechanism of land transfer disputes,ensure the rights and interests of both parties,and foster intermediary agencies to regulate Several aspects of the land transfer market have promoted the development of land circulation in Hongdong County.
