Quality safety is an important content that is closely related to national security and social security.With the developing of China's foreign trade in depth,it is of great significance to strengthen the quality and safety management of food and agricultural products for export,for enhancing the international market competitiveness of China's export food and agricultural products and ensuring the healthy and steady development of export-oriented economy.In recent years,many innovations and reforms have been made in the quality and safety management of food and agricultural products for export in light of the actual situation,which have achieved better results.Since the year of 2015,Suqian has successfully established the "national high quality demonstration city" and successively established 3 state-level food and agricultural product quality and safety demonstration zones.Progress has been made in the quality and safety management of food and agricultural products for export,which has promoted the optimization and transformation of the quality and safety management mode of export food in Suqian.However,due to the increasing export scale of food and agricultural products from Suqian and the restriction and influence of various factors,many problems still exist in the quality and safety management of food and agricultural products for export in Suqian.This paper takes the stages which China's export quality and safety management has come through as the background,selects the quality and safety management of Suqian export edible agricultural products as the research object,fully utilizes the knowledge system and theory of public management,uses literature analysis,survey method,comparative analysis and other research methods.This paper analyzes the overall status of the quality and safety management of the export of edible agricultural products in our country,summarizes the main methods and results in the quality and safety management the export of edible agricultural products in Suqian,and sorts out the existing problems in aspects of the technical barriers to trade,the condition of enterprise production and business operation and management mode of the quality and safety of Suqian's export food and agricultural products in combined with the management status of the quality and safety of edible agricultural products for export,finds out on the basis of deeply analyzing problems the deep reasons in government function positioning,enterprise's main body responsibility,inadequate input and protection of the public service in the quality and safety management of Suqian's export edible agricultural products,proposes suggestions and countermeasures of perfecting the quality and safety management of the food and agricultural products exported from Suqian on the basis of researching and summarizing the experience and practice of edible agricultural products quality management home and abroad from four aspects:laying solid foundation for quality and safety,Optimizing quality and safety management model,carrying out quality improvement action,strengthening quality and safety assessment and supervision.In conclusion,this paper takes the study of the quality and safety management of edible agricultural products exported from Suqian as an approach.With small seeing big,it will play a certain reference role in the quality and safety management of food and agricultural products exported from Jiangsu province and even the whole country.
