Research On The Implementation Effect And Countermeasures Of Green Printing Policy

The printing industry has both the dual attributes of the cultural industry and the processing industry,and is an important part of China's national economy^[1].Since the government proposed the green printing strategy in 2010,a number of related green printing policies have been issued.By the end of 2017,about 1,300 printing companies in China had passed the green printing certification.Contributed to reducing environmental pollution.The paper starts with the concept of green printing,systematically sorts out the green printing and related policies at home and abroad,and uses the green printing ten-ring certification as a policy sample.Through the questionnaire survey,the operation status and green printing certification of 223 printing enterprises The implementation of the survey was carried out.The survey results were analyzed by descriptive statistics method,and the empirical analysis method was used to verify that the green printing policy had a positive impact on the performance of printing enterprises.The results show that there are problems in the green printing policy itself and the implementation of the policy?the intensity of policy support is small,the policy standards are too high,the certification of the printing supply chain is lacking,the certification process is expensive,and the professional knowledge of the environmental protection department is lacking?.The causes are:?1?policy formulation ignores differences in types and scales of enterprises?2?immature related green printing technologies?3?insufficient attention,regional differences?4?lack of resources for green certification institutions?5?feedback channels for policy implementation Unblocked.The paper puts forward the problem:?1?lowering the threshold of certification fees,optimizing the certification link?2?incorporating the green supply chain into the scope of certification;?3?breaking through the key technologies of green printing?4?establishing a constraint mechanism and regulating discretion?5?Establishing a policy evaluation feedback mechanism?6?Increasing the certification body and introducing a total of 6 measures for industry competition,which provides a reference for the government to revise the green printing policy and implement environmental management.At the same time,it also clears the obstacles for the green transformation of enterprises and lays the foundation for the green development of the industry.
