Analysis Of The Problems And Improving Identification Method In The Implementation Of China's TPA Policy

Since the policy of targeted poverty alleviation(TPA)was put forward,it has received the attention and praise from all over the country.So far,the implementation of TPA policy has achieved remarkable results,which has obviously changed the situations faced by extensive poverty alleviation in the past.How to efficiently promote the TPA policy and how to satisfy the originally designed aim by the Party is a subject in front of us.Based on the first-hand data collected by the author during her grassroots work,using Public Policy and Organizational Behavior as theoretical foundation,and using the methods of interview and case analysis,this thesis aims at giving an analysis of the deviations existed in grassroots when carrying out the TPA policy.Also,the author tries to put forward some useful solutions,which may be helpful for further conduct of the TPA work.Firstly,related concept and thought of TPA was provided.The author has given a basis description and understanding of the poverty nowadays.Then,the classification of poverty and the type of poverty mentioned in TPA were discussed.Besides,a review about the basic ideals and methods for promoting TPA policy was provided.Secondly,the existed problems for promoting TPA policy at present in our country were summarized and the city named T was selected as an example.The reasons were analyzed from the factors that affect policy implementation,containing the policy itself,the policy environment,the policy object and the involved persons.It is regarded that the problems may be due to that the policy itself has intrinsic paradox,the audiences have inconsistent understanding about the policy,the grassroots government faces at "sandwich layer" dilemma and the conductors have contradictions between logical behavior and policy requirement.As a result,the recognition of TPA is not accurate,the involved audiences are uncertain,the management is coarse,and the performance of grassroots work is not clear.Thirdly,the author tries to give some suggestions to improve the policy implementation.Using the thought of big data,a scientific approach to determine the population scale,standardized procedures was put forward.By establishing card and recording data for the poverties with dynamic management,i.e.combining the top-down and bottom-up methods,the problems may be solved to some extent.Besides,it is also helpful by giving more autonomy to the grassroots,disentangling the mechanism of the system,which can finally improve the environment for TPA work.The efficiency can be improved by completing the mechanism for benefiting the poverties,whereas a powerful support is necessary from the whole society.
