Research On The Problem Of Industry-University-Research Cooperation In Hubei Province

At present, the speed of knowledge, technology and product upgrading has been accelerated gradually, and technological innovation has become the theme of the competition. How to improve the ability of technology innovation has become a problem which all countries and regions in the world need to face in the process of globalization competition. As an effective way to promote technological innovation industry-university-institute cooperation has been paid more attentions. Since 1980s, the practice of the cooperative innovation theory has been launched in countries, China has started the research cooperation in the 90’s of the last century.In recent years, Hubei province has reformed the institutional mechanisms and has provided a variety of incentive policies which has provided a good environment for cooperation and has achieved a great development. But the cooperative innovation does not play a significant role in economic promoting for Hubei province. The national comprehensive competitive has not been significantly improved, and even a backward trend. Understanding the problem in Hubei province in the process of cooperation, and construct the scientific and reasonable mechanism, use the superior resources of the main body of the cooperation effectively is useful for enhancing the efficiency of cooperation, promoting the growth of economic in the long run. Based on these, the article tries to explore the concrete problems in the cooperation of industry-University-instirute in Hubei province by the way of empirical research. Also, based on the "three spiral" theory the article tries to establish the mechanism of cooperation between the government and the industry, University and Research Institute.Firstly, according to summary the literatures and research the features of the transformation of scientific and technological achievements, this article tries to construct the cooperation mechanism, includes:dynamic mechanism, cooperative-choose mechanism, talent input mechanism, investment and financing mechanism, interest distribution mechanism and the communication mechanism. Through analysis the influence factors of the industry-university-institute cooperation and reference the previous research experience and the relevant principles, I constructed the index system of the performance evaluation of cooperation in Hubei Province. According to the real needs, the factor analysis method is used as the evaluation method of this paper. Through the analysis method, we can concluded that the level of cooperative performance in Hubei Province and the score of each factor. By the horizontal comparison of the whole country, we can confirm the problems of industry-university-institute cooperation in Hubei province, includes:R&D investment is not enough, the level of scientific and technological achievements is low, the technical market development is not perfect. In view of the existing problems, the cooperation mechanism is built. Cooperation mechanism is constructed on the triple helix theory and the stages of transformation of scientific and technological achievements. The mechanism asks the government to play a leading role and make efforts to create a good environment, in order to improve the performance level of cooperation in Hubei Province.
