This dissertation focuses on the farmland contracting and management right of mortage loan system.with china enter into the WTO,china's agriculture is facing unprecedented challenges,In the face of the huge impact of agriculture in another country,After learning from lessons of developed countries and area, we know that agriculture development is dependent on the financial support.The agricultural industry financing is difficult and the shortage of funds is prominent and the efficency of the financial resources allocation of characteristic agricultural industrialization has been weakened. Because of lack of collateral, farmland contracting and management ringt of mortgage loan is imperative. Thus contributing to farmland managers obtain long-term capital investment from financial institutions, but also to financial institutions have a reliable financial benefits.View from these reasons, the enthusiasm of credit support for agriculture to achieve sustainable development of agriculture is enhanced.Firstly, this dissertation briefly reviewed the issue of farmland financial institution in china and foreign. And then with land property rights theory, the theory of credit institution, government rent and premium theory as the guide, the present situation to our country land employment right and the existence question has carried on the description and analysis.Based on the foundation of referring to foreign experience, through the analysis Chinese situations, the farmland financial institutional pattern in china is verified. Under the current condition, Chinese Agricultural Development Bank and Rural Credit Office are the best organizations which will bear financial transaction of farmland. The most senior management is the Agriculture Development Bank, the middle layer is the farmland financial organizations, the lowest level is the primary right to land contractual management mortgage. Famers who want to get loan from the farmland financial organizations file an application to loan handle place of rural credit office, enclose a land contract and a plan which is about how to spend the money. Proposed implementation of the scheme objectives:integration of the rural financial resource, active rural economy, to build a new type of rural financial system, increase financial support for the rural areas, develops the rural economy and increasing farmers'income and improves rural production and living conditions. And build mathematical models to find the best interest rates and government discount, so that farmers, banks and the government get the maximum benefit. And analysis the operation of system risk, Propose solutions and operations of scale help to control the business risks. The good environment and related conditions provided by the overall reform are needed for the management innovation of farmland financial institution in Chinese economic environment, legal environment and social environment.
