Evaluation Of The Five-In-One Development Of Yangtze River Economic Belt

In the context of the new normal of China's economy,the goal of pursuing high-quality economic development is becoming more and more clear.The Yangtze River Economic Belt(YREB)is the strongest region with comprehensive strength in China.It has rich resources,advantageous geographical location and a wide range of radiation.At the same time,it is also connected with the "One Belt and One Road" opening strategy.However,there are still some problems in the YREB,such as large regional development differences,serious ecological environmental damage,unbalanced urban-rural structure of population and income distribution.In order to promote the development of the YREB,the outline of the YREB development plan points out that the five-in-one general layout should be taken as the guiding principle.Therefore,to establish the new concept of five-in-one development is very necessary to promote the comprehensive,coordinated and sustainable development of the YREB.In order to comprehensively measure the development status of the YREB,Firstly,this paper review the literature and theories of economic development,five-in-one evaluation,sustainable development and synergetics.summarize the development status of the YREB from five aspects: economic construction,political construction,social construction,cultural construction and ecological construction,and then,design a comprehensive index system consisting of 27 basic indicators,based on the outline of the development plan of the YREB.Secondly,entropy weight method and TOPSIS method were used comprehensively to evaluate and compare the development level of the YREB and the five dimension at the provincial and municipal levels from 2000 to 2016.At last,the paper quantitatively measures the regional differences of the five-in-one development of the YREB with Theil index,and empirically analyzes the degree of coordination and interaction of the five dimensions with the help of synergistic theory and PVAR model.The innovation points of this paper mainly include:First,based on the background of The times and the development status of the YREB,design a regionally targeted five-in-one development index system.Second,using PVAR model to empirically study the internal interaction of the five-in-one development.The main conclusions of this paper are as follows:(1)In general,the five-in-one development of the Yangtze river economic belt mainly showed a steady upward trend.(2)From the five sub-dimensions of the trend of change,in addition to a slight decline in cultural construction,economic,political,social and ecological construction are showing an upward trend.(3)From the perspective of province,the development level of the five-in-one in 11 provinces and cities has also been improved,which is manifested as the "high level in the eastern and low level in the western" in the regional distribution.(4)The overall regional differences in the five-in-one development of the YREB are narrowing.Among them,the gap between the upstream,middle and downstream is constantly widening and gradually occupies the leading position.(5)From 2000 to 2016,the five-in-one coordination degree of the Yangtze river economic belt was only slightly improved.(6)There is a certain interaction among five dimension,ecological construction plays an obvious role in promoting economic and political construction and social construction plays an obvious role in promoting political construction.Overall,the interaction is relatively weak.,but it is relatively weak.According to the research of this paper,it is of great practical significance to clarify the change trend,regional differences and the interaction between economic construction,political construction,social construction,cultural construction and ecological construction of the five-in-one development of the YREB,and to seek effective countermeasures to promote the comprehensive development of the Yangtze river economic belt.Therefore,this paper believes that it is necessary to improve the "five-in-one" development level of the YREB and promote the interaction between various dimensions :(1)optimize the industrial structure and enhance the dynamic role of R&D investment,opening up and marketization.(2)reduce government expenditure,improve regional governance of the YREB.(3)improve residents' living standards and social security capabilities.(4)promote the development of cultural industries and improve people's cultural living standards.(5)increase investment in pollution control and reduce energy consumption.(6)enhance regional cooperation and narrowing regional differences.
