After the emergencies,the stricken condition and the number of victims of each affected area is different,and also the quantity of emergency supplies required is not the same.How to tackle emergency facility location and material dispatching according to the distinguishing feature of each affected area has important practical significance.In addition,we need to determine the priority of material distribution reasonably in line with the real-time information of the disaster due to the uncertainty of emergency logistics.Only in this way can we ensure that the social and economic benefits of emergency rescue reach the maximum.This thesis is directed against location allocation problem of emergency logistics in the disaster environment.Considering the timeliness and economy of emergency logistics,and starting from the emergency facility location and material distribution,we draw the method of behavioral science into the location allocation model of emergency logistics.In this model,depending on victims' psychological risk perception and relative urgency of relief demand,decision makers can reasonably use commercial logistics facilities for emergency rescue,and formulate material distribution plan and location schema of emergency facilities.The role of the model is to minimize the victims' psychological risk perception and total cost,taking the economic benefits of emergency logistics into account,and provide support for better emergency rescue.The main research work and conclusions are as follows:(1)This thesis summarizes the commonly used model of emergency logistics facilities location by reviewing the theory about facility location,material distribution and victims' psychological risk perception systematically,and points out the need to consider the psychological risk perception of the victims,which lays the foundation for further research on emergency logistics location allocation modeling.(2)Research on the relative urgency of relief demand of emergency materials and affected sites.This thesis apply the fuzzy comprehensive evaluation to estimate the index system of relative urgency of emergency materials.And also,we constructs the evaluation matrix of relative urgency of relief demand,and four indicators areidentified such as population density of affected sites,the proportion of casualties,the proportion of elderly and children and damaged degree of facilities.The fuzzy TOPSIS method is used to sort the relative urgency of relief demand of all affected sites,and determine the priority of material dispatching for every affected site.(3)We incorporate the behavioral science theory to the research of location allocation problem of emergency logistics,and propose that emergency supplies distribution should be paid attention to the psychological factors of the victims.The risk perception curve and function model are obtained by wielding the prospect theory to portray victims' psychological risk perception of the time for gaining emergency supplies,and defining and selecting victims' psychological expected time as a reference.From the aspect of commercial logistics distribution centers are not participated in emergency relief operations or involved in emergency relief operations serving as temporary relief materials distribution centers,we construct a multi-objective mixed integer programming model to minimize victims' psychological risk perception and emergency logistics cost with order relation.For the fuzzy information,it is processed by the most probable value method,and also through transforming the underlying target into constraints,the model implements the processing of order relations.The use of LINGO programming to find the optimal solution for emergency logistics facility location allocation problem.Finally,the model is applied to Jingjiang flood protection case study,and the feasibility and effectiveness of the model is demonstrated.(4)To optimize the emergency logistics facility location and material distribution of Jingjiang River flood protection,this thesis puts forward some pertinent suggestions from four aspects to provide support for decision makers of scientific decision-making,such as the construction of emergency logistics command centers,the selection of emergency logistics distribution centers,emergency supplies distribution plans and management team of emergency logistics.
