Research On The Optimization Of Hebei Local Maritime Authority Management Based On The Beijing-Tianjin-Hebei Collaborative Development

The thesis is going to study the disadvantages of Beijing-Tianjin-Hebei maritime authority during its development based on the current situation analysis of Hebei local maritime development and shows the necessity and feasibility of Beijing-Tianjin-Hebei collaborative development.It provides the analysis on the main reasons that restrict the development of Hebei maritime under Beijing-Tianjin-Hebei collaborative development background,it includes but not limited to the followings: Training is not in place,disorientated values,stuffed propaganda and communication system,over-protection of administration counterperson,insufficient investment on supporting management,faint legal consciousness,unpredicted law enforcement risk and the other reasons.The thesis made SWOT analysis on Hebei local maritime authority under the Beijing-Tianjin-Hebei collaborative development background.The development advantage includes: maritime management capability enhanced significantly,more clear responsibility boundary etc.The development disadvantages are: human resource structure is not reasonable and brain-drain is serious;law system is not perfect and out of tune;management mechanism is not harmonious and normalized;management environment is not optimistic etc.Development opportunities that are facing: Joint memorandum of cooperation between shipping agencies of Beijing-Tianjin-Hebei and pilot work on the integration of mariner from Beijing-Tianjin-Hebei etc.Development challenges are: type of tourist vessel from our provincial inland river is complex;poor quality of mariners and weak safety awareness;operation violations of ships etc.The thesis is coming up with the effective countermeasures on solving the problems under the background of Beijing-Tianjin-Hebei collaborative development.Each proposal is given not only based on the self-development but also looking forward to Beijing-Tianjin-Hebei region.Strengthening the law enforcement team construction: team built up should focus on good personnel strategy and strengthening the organization & leadership as well as constructing sharing platform;assist and guide maritime management into the legal track;breakthrough of regional legislation and share the legislative resources of these three regions;set up reasonable regulatory network and talent incentive mechanism;work along with both lines in counterbalance and motivation,take various measures on mutual examination and correction;intensify the popularization of law;promote more on popularization of law and carry out law popularization joint development activities.The thesis is putting forward the specific supporting measures on optimizing maritime management under the background of Beijing-Tianjin-Hebei collaborative development.Strengthen ensuring system;enhance equipment support;improve mental safeguard;fully understand the scientific concept of humanistic concern and psychological counseling and its real meaning and right approach influencing in the maritime team ideology construction;Intensify the concept of security: construction on clean and honest government,construction on innovation concept.These measures will bring practical guiding significance in setting up a first-class maritime management organization.
