Research On The Coordinated Development Mechanism Of Beijing-tianjin-hebei Based On Participating Subjects

Beijing –Tianjin-Hebei area is one of the most developed areas of China's economy,technology,culture and education,as well as an important base for China's foreign cooperation and exchange.The coordinated development of the Beijing-Tianjin-Hebei area is not only related to the well-being of people in Beijing,Tianjin and Hebei,but also has important strategic significance for the development of northern China and the promotion of national economic strength and competitiveness.The Collaborative Development of Beijing –Tianjin-Hebei on the surface is the coordinated development of Beijing,Tianjin,two highly developed cities and Hebei Province,the relative backward development of the 11 cities.Its essence is the coordinated development between the regional main body,which is a complex process of participants' interaction,mutual trust,complementarity and mutual win.To realize the coordinated development of Beijing,Tianjin and Hebei,it is necessary to integrate the interests of all the participants in the region and transform the high-level consensus into the consensus and concrete actions of the regional main bodies.Chinese President Xi Jinping required to set up the synergic development mechanism for Beijing Tianjin and Hebei as soon as possible On February 26,2014.The key of synergic development mechanism is to coordinate the interests of different participants.This paper claims that situation of the current government coordinating regional development as a single coordination subject should be changed,emphasizes the diversification of participants,establish a regional coordination system including government,enterprises,universities,scientific research institutes and social public,and establish the subject Coordination Mechanism of the Coordinated Development of Beijing,Tianjin and Hebei.In this paper we used the literature research method,the empirical research method,the system research method and the historical materialism analysis method.Analyzing the theoretical basis and practical basis of multiple subjects' participation in the the collaborative development of Beijing-Tianjin-Hebei,combing the historical process of the subjects' participation in the the Collaborative Development of Beijing-Tianjin-Hebei,and analyzing the evolution of subject participation.Then,from the practice that the subjects participate in the collaborative development of Beijing-Tianjin-Hebei,we clarifies the problems and the reasons for the subjects' participation in the collaborative development of Beijing-Tianjin-Hebei.Then it analyzes the participating subjects' motivation and has a reasonable positioning of the role of the participating subjects.Finally,it puts forward the general idea to construct the participant coordination Mechanism of the collaborative development of Beijing-Tianjin-Hebei,and designs the coordination mechanism of inter-governmental administrative coordination mechanism,market mechanism,multi-participant interaction mechanism,multi-participant interest balance mechanism,regional culture Integration mechanism to establish and improve the participant coordination Mechanism of the collaborative development of Beijing-Tianjin-Hebei.
