Voice behavior is a kind of extra-role interpersonal communication behavior,which means that employees put forward constructive proposals spontaneously in order to improve the enterprise's conditions.Existing researches suggested that enterprise commitment had a certain impact on employees' voice behavior,but they might still avoid voice,not to mention prohibitive voice,in consideration of risks and effectiveness.Moreover the existing studies don't provide a reasonable explanation on the question of different organizational commitment how to make a better impact on employee voice behavior under what conditions.Based on social exchange theory,from the integrated perspective of human resource management and industrial relations,the study introduced union commitment as a new influencing factor and used hierarchical regressions method to examine the predictive effects of enterprise commitment and union commitment on promotive voice and prohibitive voice and to explore the differential effects of employees' different organizational commitment on their voice behavior;Meanwhile,we examined the moderating effects of enterprise voice climate and union voice climate on above-mentioned four paths.The results based on a questionnaire survey of 244 enterprise employees(also members of the trade union)from 30 firms located at Anhui and Jiangsu as empirical samples to verify the model.The results revealed that enterprise commitment had a positive effect on both promotive voice and prohibitive voice;union commitment had a positive effect on both promotive voice and prohibitive voice;union commitment has greater positive impacts on both promotive voice and prohibitive voice when compared to enterprise commitment;Consistent with our prediction,the linear association between enterprise commitment and promotive voice?prohibitive voice is significantly moderated by the enterprise voice climate;the linear association between union commitment and promotive voice?prohibitive voice is significantly moderated by the union voice climate.Through the empirical study,we clarified that the relationship between employees' enterprise commitment,union commitment,promotive voice and prohibitive voice.We found union commitment to be a new important antecedent variable of voice behavior,and union commitment had a stronger impact on prohibitive voice than promotive voice.We then put forward policy suggestions,which included promoting employees' enterprise commitment and union commitment,and value the interaction among the enterprise,the union,and employees.Our findings help to inspire more voice behavior,especially prohibitive voice behavior,and provide implications for the enterprises to achieve greater development.
