A Research Of Baotou Area Farmer Entrepreneurship Countermeasures

Because of the economic environment in recent years,especially since the beginning of 2017 China's environmental protection efforts have been increasing,some SMEs shut down one after another plant,which makes migrant workers from the provinces lost their job opportunities,desperation only to return home,So there are a number of provinces and cities began to migrant workers back home boom.Taking the Baotou area in Inner Mongolia as an example,its number of migrant workers exceeds 750,000.Affected by the major environmental factors,the number of migrant workers returning to their hometowns for nearly a century in 2017 is approaching 80,000.Under such circumstances,the issue of reemployment of peasants has drawn much attention.In particular,peasant entrepreneurship,which can create a large number of employment opportunities,has become the target actively supported by the local government.Taking Baotou area as an example,this paper makes an in-depth and comprehensive analysis of various problems faced by farmers in the process of starting businesses and their solutions.First of all,this paper carries out a deep analysis of entrepreneurship theories and farmers' entrepreneurship in various countries.On the basis of a clear definition of entrepreneurship and farmers' entrepreneurship,various theories related to it are clarified,providing a reliable reference for subsequent studies to find and solve problems.Secondly,this paper will start from the Baotou area of the actual situation of farmers to carry out a comprehensive analysis of entrepreneurship,through the investigation to understand that local farmers entrepreneurship is mainly divided into two categories: one is animal husbandry,mainly including sheep and pigs;Second,the planting industry,mainly including vegetables,tobacco and seedlings.Baotou area farmer entrepreneurship to realize the good state of development of the combination of agriculture and animal husbandry,entrepreneurial small farmers,has multiple occupations,most farmers still use household production operation mode,makes the local farmers unable to further expand the scale,the entrepreneurship economic benefit is low and the small,returning migrant workers become the main force of farmers' entrepreneurship,rural professional cooperative organizations began to become the important carrier of farmer entrepreneurship.Then it points out that the problems existing in the current entrepreneurship of farmers in Baotou area are as follows: the policy of entrepreneurship of farmers is not perfect,lack of government support,narrow financing channels,lack of financial support,low technology and ability,insufficient training for entrepreneurship,insufficient driving force for entrepreneurship,and inadequate institutional guarantee.Thirdly,this paper analyzes the practical cases of farmers' entrepreneurship in Baotou area,and respectively explains the typical cases and experience of successful farmers' entrepreneurship in Baotou area,and the typical cases and experience of failure of farmers' entrepreneurship,so as to lay a solid foundation for further proposing countermeasures for farmers' entrepreneurship.Finally,the author puts forward some countermeasures and Suggestions to promote farmers' entrepreneurship in Baotou area.First,strengthen the government's entrepreneurial service function,and increase policy support for entrepreneurship;Second,expand financing channels for farmers to start their own businesses and strengthen financial support for them.Third,organize and carry out professional skills training for farmers' entrepreneurship,and cultivate innovative and entrepreneurial models;Fourth,we will improve supporting measures for farmers to start businesses and give full play to the role of institutional safeguards.
