Since the reform and opening,the reform of Chinese food safety management system had multiple stages.Until 2013,the reform of Chinese food safety management system was coming,then many provinces and cities also began to reform the food safety management system successively.Shanghai take the lead in the country and promote the reform of the market regulatory system,food safety regulation becomes one of the important component in the market regulatory system.How to motivate different departments mixing together in chemical,rather than simple physical combination? How to strengthen food safety regulation in the market regulatory system,rather than weaken the position? These problems have become great challenging subjects in food safety management.In this paper,the theory as a starting point,through comparing with the domestic and international food safety management modes,analysis of the china reform in food safety management,take the Shanghai reform of the market regulatory system as a background,and the market administration of Shanghai Baoshan as an example,then describes the effects and problems of food safety management in the reform of Shanghai market regulatory system.We build a scientific food safety management system to motivate department fusion,functional integration and achieving the strategy.We offer some proposals in organizational structure,establishment of mechanisms and institutions,optimizes the team,social governance,law enforcement mode to motivate different departments mixing together in chemical.By looking for a management method of improving the food safety management integration,systematization and quality optimization,to provide a reference and direction for the government food safety management and ensure the food safety of the people.
