The Evaluation Research Of Risks On Quasi-operating Infrastructure Projects Under The PPP Model

Since the quasi-operational infrastructure projects have little income,the government needs to give financial subsidies and other special characteristics,and in the case of government financial resources constraints,the introduction of PPP(Public Private Partnership)is an effective countermeasure.So this paper will study the quasi-operating infrastructure projects under PPP model.From many perspectives,domestic and foreign scholars deeply study the risks of PPP model,but the research on the risks of PPP model of quasi-operational projects is relatively inadequate.At the same time,the research in this field only tends to identify the key risk factors,but there is little research on the mutual influence of the risks.Therefore,from the perspective of systems engineering,it is necessary to explore the logic of internal influence between the risks of quasi-operational projects under PPP model.First of all,this paper reviews the relevant literature at home and abroad from the aspects of PPP model selection,PPP project risk identification,evaluation,sharing,PPP model quasi-operational projects,and further clarifies the connotation,characteristics and advantages of PPP model,and analyzes the feasibility of the PPP model applied to the quasi-operational projects;at the same time,it systematically reviews the theories of PPP model and quasi-operational projects,which lays a foundation for further analysis of risk factors of the quasi-operational projects under PPP model.Secondly,six primary risk factors and 34 secondary risk factors,which affect the success or failure of quasi-operational projects under PPP model,is identified by literature reading,case analysis and questionnaire survey.Thirdly,a two-level evaluation model is built to study the risk of quasi-operational projects under PPP model.First of all,the DEMATEL / ISM model is used to analyze the influence and influence degree of the six primary risk factors in the system,and the ISM model is used to divide the hierarchical structure of risks.Then,using the entropy weight and the fuzzy comprehensive evaluation determine the weight of secondary risk factors and the risk level of the first-level risk factors.At last,carrying out the risk evaluation model based on two model.Finally,from the perspective of case study,this paper analyzes the risks origin,the risks control strategy and the risks impact of the quasi-operational infrastructure projects under PPP model.This paper provides a more practical research method and research results for risk management of quasi-operational infrastructure projects under PPP model.This paper analyzes the influence of risks on each other,so as to deeply excavate the risk influencing factors,and provides lessons for our government to carry out PPP quasi-operational infrastructure project smoothly.
