Since the reform and opening up,relying on the industrial transfer of Hong Kong and Taiwan companies and China's export-oriented strategy,China's textile and garment industry has rapidly embedded in the global value chain.Through 40 years of development,China's textile and garment industry has become China's traditional pillar industry,which has had a tremendous impact on providing jobs and increasing China's GDP.However,with the integration and upgrading of global value chains,China's textile industry is facing difficulties such as overcapacity,serious pollution,and low profitability.China's textile and apparel industry needs to be upgraded and transferred.At this time,it is necessary to clarify the exact position and degree of participation in the global value chain in order to find out the crux of the problem and target it.This article first briefly describes the status quo of China's textile and clothing industry.Followed by the use of TIVA database on the GVC participation rate index and the GVC status index measured these two indicators.The author finds that China's textile and garment industry is very involved in the global value chain,but it is in the upper reaches of the value chain and plays the role of providing intermediate goods for other countries in the global value chain.Then,using the international input-output table in the world input-output database,the author calculated the upstream index of China and other developed countries for six consecutive years.Through the upstream index,we can grasp the exact position of China's textile and apparel industry in the global value chain.Through calculations,it is found that relative to developed countries,China's textile and clothing industry is located in the upstream position of the value chain,located in the middle of the smile curve.China's textile and apparel industry has a low profit from the global value chain,and the entire value chain is controlled by the developed countries and has captured a large amount of profits.Finally,through the above discussion,the author proposes to improve their own procedures to improve efficiency,increase product differentiation and complete product upgrades and other recommendations.It also emphasizes the necessity of extending and constructing its own value chain at both ends of the value chain.
