Since the reform and opening up,China's textile and apparel industry has developed rapidly and become the major textile producer and exporter in the world.It has been fully integrated into the global value chain of textile and apparel products.However,Whether or not to become a textile powerhouse has always been concerned and questioned by industry and academia.At present,There still is a big gap between China's textile and apparel industry and developed countries in scientific and technological research and development,brand building and high-end equipment.However,the original price-based competitive advantage has weakened as China's production cost gradually increasing,and facing the challenges of some of the less expensive countries in Southeast Asia and Africa.With the continuous deepening and refinement of the international division of labor,it is the main objective of all countries to compete in the high-end sectors to get the global value chain.The competitive advantage of a country's industry no longer depends on the total amount of the scale but on the location of the value chain and the ability to obtain added value,improve the industry's position in the global value chain,and enhance international competitiveness will be the only way for the development of China's textile and apparel industry.Firstly,this paper describes the current situation of China's textile and garment industry,and then measures the current status of China'stextile and apparel industry in the global value chain with the complexity of export.The conclusion is that China's textile and apparel industry still lie in the middle and lower reaches of the global value chain.Again to explore how to quickly enhance China's textile and apparel industry in the global value chain status,this paper uses a combination of theoretical and empirical methods to analyze the factors of influence China's textile and clothing industry to climb the global value chain,reached the following conclusions: The first,The level of economic development and market demand have a significant positive effect on the status of China's textile and garment industry in the value chain.Second,the human capital and product quality of the textile and clothing industry presently are not enough to effectively promote their position in the value chain.Thirdly,at present,our government mainly guides the development of the textile and apparel industry.Therefore,using the asset-liability ratio to measure the degree of government's tightness in the financing policies for the textile and garment industry did not show any significant role in the promotion of the value chain in the textile and garment industry.Fourthly,Our country's technological innovation ability is insufficient,and the patented technology can not be transformed into productive ability in time.The textile and clothing industry relies mainly on the introduction and transformation of technology,and can not really improve the level of independent research and development.Therefore this kind oftechnology has not promoted the status of China's textile and apparel industry's global value chain.Finally,this paper give some feasible ways and government and business strategies and recommendations about how to improve the status of China's textile and garment industry in the global value chain.
