Policy Research On The Sichuan New Urbanization Planning(2014-2020)

Urbanization is an important evolutionary process for the development of regional social productive forces.It is an important way to solve the outstanding contradiction between urban and rural dual structure,and is a strong support for regional coordinated development.From the practice of reform and opening up for more than 30 years,promoting urbanization has effectively boosted investment and rapid economic growth.From a long-term perspective,Sichuan will follow the national trend to have larger urbanization space.As a large number of peasants become urban residents,the consumption structure will have some major changes,which may bring huge domestic demand release,and promote the comprehensive,coordinated and sustainable development of economic society.From the perspective that the new normal of China's economy sustains stable economic growth,promoting urbanization in a healthy and orderly way is conducive to exerting its strong leading ability,high correlation between upstream and downstream industries,outstanding power of pushing economy development and support of stable economic growth.In recent years,the construction of urbanization in Sichuan has achieved positive results and the urbanization rate has continued to increase,which has played an important role in promoting economic development and improving people's livelihood.The urbanization construction started late,the foundation is poor,the scale structure is irrational,the urban functions are imperfect,and the management level is not high.What's more,administration partition exists between the urban and rural social security,household registration management,land management system and public services,which has hindered the transfer of the agricultural population and restricted the process of urbanization.Therefore,there is still a long way to go before realizing the new urbanization goal of “people-oriented,four-way synchronization,layout optimization,ecological civilization and cultural heritage”.It has become a hot topic in the research field of urbanization in our province.This thesis carries out the research on the Sichuan New Urbanization Planning(2014-2020)from the theoretical level in order to further understand the law of the new urbanization construction in the new period and new stage based on government regulation,and to provide certain theoretical support for the development of new urbanization in the whole province.Especially under the background that the central government promotes the supply structural reform and promotes the "destocking" of real estate,it is of great practical and theoretical significance to carry out the research on the new urbanization policy in Sichuan.Based on the analysis of domestic and foreign literatures,books and cases,this thesis further study the policy of domestic and international urbanization development on the basis of studying the theory of new urbanization and public policy both at home and abroad,which forms the theoretical guidance of this paper.Under the new situation,further promoting the construction of new urbanization is a systematic project,involving various aspects of works and things.It is imperative to further emancipate the mind,adhere to problem orientation and goal orientation,accelerate the pace of innovation and reform,and eliminate all urbanization concepts and institutional barriers that restrict people-oriented.By deconstructing the Sichuan New Urbanization Planning(2014-2020)and strengthening the study of policy theory,it is helpful to guide the local government to promote the practice of new urbanization.
