Research On The Cooperation Mechanism Of The PPP Model Of Ecological Compensation Projects

In recent years,the problem of ecological environment has become increasingly prominent,and the severe ecological situation has caused great concern in society.In this organizational reform of the State Council,a new Department of Natural Resources was established and the Ministry of Environmental Protection was promoted to the Ministry of Ecology and Environment.This development goal and transformation reflects the determination of the Chinese government on ecological environmental protection and governance,but it relies solely on The government's funds have been unable to meet the huge funding gap in the ecological environment.Therefore,it is of great practical significance to study the issue of eco-compensation project financing,explore the investment and financing model suitable for ecological compensation projects,and provide financial support for ecological compensation projects.This will play an important role in realizing the national ecological reform and promoting the balance and stability of the ecosystem.This article first reviews the concept of eco-compensation and PPP model through literature review,combines current needs and existing conditions,and summarizes the necessity and feasibility of applying the PPP model to the eco-compensation project based on game theory.In view of the problems existing in the use of the PPP model for ecological compensation projects,combined with the characteristics of ecological compensation projects and stakeholder analysis,a cooperation mechanism suitable for ecological compensation projects and PPP models was designed and verified through case studies to verify the cooperation mechanism in actual projects.In the feasibility.Secondly,this paper analyzes and studies the exit mechanism,performance evaluation and risk of cooperation mechanism.Through performance appraisal and performance appraisal,it provides corresponding guarantee for the government and social capital in the cooperation mechanism.By constructing the risk model of the cloud model and comprehensively analyzing the risk level of the cooperation mechanism formed by a certain project,the risks of the project are judged.Finally,the innovative and diverse exit mechanism system is combined to provide the corresponding guarantee for the cooperation mechanism designed in this paper.Finally,this paper puts forward relevant proposals for applying the PPP model in China's ecological compensation projects,including establishing a good policy environment and improving the corresponding legal system,providing conditions and basis for the implementation of the PPP model;constructing a favorable external environment,including transparent information Institutions,professional PPP advisory service organizations and PPP project management agencies;establish a supervision system for the PPP model to ensure the smooth operation of the PPP model in the ecological compensation project.
