Research On The Progress Management Of The Rural Gas-to-coal Project

In recent years,the problem of air pollution control has become more and more concerned by the country and people,and has risen to national strategic problem.Because of the cleanliness and efficiency of natural gas energy,under the national strategy of “Determined to Work Out the Defense of the Blue Sky”at the same time,the local governments adopt administrative measures and subsidies to speed up the implementation of replacing coal by gas in rural areas.Due to political and environmental pressures,the government is motivated enough,a gigantic action of replacing coal by gas in rural areas has begun in the whole country,and expand progressively.The purpose of replacing coal by gas in rural areas is going to remedy an abuse of using coal in heating period,make sure they can use the pure and safe gas in winter.Although heating period in north is different from each area,but the latest date to begin heating is no later than late November.So,in the environment of decentralization of construction projects and poor execution conditions comparatively,doing the study for this kind of projects has great practical significance.First of all,this paper briefly introduces the background and significance,purpose and content,research methods and framework of the progress management of replacing coal by gas in rural areas,summarizes the related concepts and theories of project schedule management and the current research situation at home and abroad.Next,on the basis of the above theory,combining with the actual project of replacing coal by gas in rural areas,specifically elaborated objectives,system,necessity and characteristics of schedule management of replacing coal by gas in rural areas project,practical organization guarantee and existing problems.And then,select practical project cases,according to project objectives,use work breakdown methods to break up hole projects,and determine the sequence of each part by their relationship.Estimate the work time of each part by PERT,draw Gantt chart and network planning chart,make sure the key path in network planning,make scientific project planning;At last,establish a progress control mechanism,using a variety of means and measures,ensure the smooth implementation and control of the project schedule,achieving project progress goals.This article take the project of Jizhou,hengshui city,hebei province for example,according to the schedule management system of changing coal into gas for rural areas project to do verifying and using.With scientific management and control,successfully achieve the goal at last,and reduce the construction period from 56 days to 51 days,present a satisfied respondents to the government.
