| Niu Song River Basin is short for Songming Section of Niulan River Basin.Its ecological management is great practical significance to the management of Dianchi Lake in Kunming and the ecological environmental protection in Songming County.Based on the theory of project management and ecological management,this paper investigates the main pollution sources of Niu-Song River Basin,estimates its pollution load and analyses the main causes of pollution by using target management method,process management method and cost control method.Among them,the mai n pollution sources are rural living pollution and non-point source pollution of agricul tural planting.The source of domestic pollution in villages and towns can be subdivid ed into village sewage,domestic refuse and livestock and poultry farming pollution.The non-point source pollution in agricultural planting can be subdivided into farmla nd solid waste and farmland wastewater pollution.The objectives of ecological control in Niu-Song River Basin are divided into th e objectives of industrial pollution source control,rural living pollution source contro l,farmland non-point source control and river bank construction.Among them,the ta rget of rural domestic pollution source treatment can be divided into the target of dom estic sewage treatment in natural villages,the target of domestic refuse treatment and the target of human and animal excrement treatment,while the target of non-point so urce treatment in farmland can be divided into the target of solid waste treatment in f armland and the target of wastewater treatment in farmland.The decomposition of eco-governance projects is helpful to achieve the objectiv es of the project.Specifically as follows:(1)the implementation of sewage collection and treatment projects in natural villages;(2)the unified collection and classified ma nagement of garbage in their respective villages,transported by garbage trucks to gar bage disposal plants for treatment;(3)the promotion of harmless toilet construction,t he use of bio-purification toilets to treat household faeces;(4)biogas generation thro ugh treatment Gas,organic fertilizer and liquid fertilizer will promote the transformat ion of agricultural production from mainly relying on chemical fertilizer to organic fe rtilizer,and form the basic model of agricultural circular economy of "planting-bioga s-organic fertilizer-high-efficiency planting";(5)Choose low-investment and low-ene rgy-consuming natural-like ecological and land treatment systems such as stabilizatio n ponds and soil infiltration.(6)On the basis of the treatment of the existing pollutant s,the organic agriculture planting is further promoted,and the riverbank landscape of Niu-Song River Basin is restored,so as to realize the synchronous development of ec onomic development and environmental protection in Niu-Song River Basin,and real ize the harmony and unification of man and nature,man and river.In order to ensure t hat the project is completed on schedule,the paper analyses the implementation condi tions,acceptance criteria,fund raising and management methods,and time limit man agement scheme of each sub-project.The paper draws the following conclusions:(1)According to the pollution sourc es and quantity,the ecological control project of Niu-Song River Basin is divided into industrial pollution sources,rural pollution sources,agricultural non-point sources an d other sub-projects,and the sub-projects are subdivided into townships and natural v illages again,which is the key to achieve the ecological control goal of Niu-Song Riv er Basin;(2)Ming Dynasty Indeed,the implementation requirements and acceptance criteria of each sub-project are the core to achieve the goal of ecological management in Niu-Song River Basin;(3)project investment estimation,implementation of fund sources,formulation of fund management plans for each sub-project and refinement of project duration management are the guarantee to realize the ecological manageme nt project in Niu-Song River Basin. |
