With the continuous development of social economy and the constant opening of the market in China,especially the constant deepening of national going out policy of "The Belt and Road",the petroleum energy enterprises also move towards the world with big strides following the steps of our country.However,the unique political and economic characteristics of petroleum energy determine that the petroleum enterprises have extremely difficult road,more complex development process,and longer time to achieve results on the road of going out.Similarly,Since the project construction of the China-Myanmar oil and gas pipeline(Myanmar Section),the project has been subject to the obstruction from various stratum in Myanmar,such as the difference of political volatility,legal variation and management philosophy,as well as the incompatibility of manners and customs,and prevention from foreign counterforce,etc,which cause by cultural differences in terms of tracing back to the source of these difficulties.The historic,peculiarity and groupment of the culture between China and Myanmar inevitably determine the arduousness and complexity of the Sino-Myanmar oil and gas pipeline(Myanmar Section)project.Therefore,it will have the most positive influence on China-Myanmar oil and gas pipeline(Myanmar Section)project through continuous and uninterrupted cross-cultural risk management.The author has been working for a long time on the frontline of the Sino-Myanmar oil and gas pipeline(Myanmar Section)cooperative project,and deeply understanding and participating in the construction,production and operation of the project.The main works include communication with the local government of Myanmar,coordination with the Myanmar shareholders,and long-term management of the Myanmar staff,etc.The author has a profound understanding and cognition of the cross-cultural risk of the Sino-Myanmar oil and gas pipeline(Myanmar Section)and makes great efforts to focus on preventing the occurrence of cross-cultural risk to ensure the smooth running of the project.Based on the status of the construction,production and operation of the China-Myanmar oil and gas pipeline(Myanmar Section)project,this paper initially explains the research background.Meanwhile,on the basis of the domestic andforeign literature research,this paper analyzes the current situation of cross-cultural risk management in energy cooperation projects throughout the world,especially between China and Myanmar,defines the research purpose and significance and proposes research methods as well as the research idea according to this.The main work of this paper is as follows: Firstly,the paper define the theory of cross-cultural risk management of China-Myanmar oil and gas pipeline(Myanmar Section)project through in-depth research,and lay a theoretical foundation for the research of this paper from a qualitative perspective.Secondly,the paper based on the theory of cross-cultural risk,firstly identifies the cross-cultural risk of the cooperative project from the actual situation,and selects 22 major cross-cultural risks,and uses the expert questionnaire survey method to score the score.Intuitively,it shows the impact of cross-cultural risk.Then,it identifies 11 impacts with large impact,and combines ISM structure model to write MATLAB program to divide 11 risk impact levels.Thirdly,the paper based on HRP hierarchical comprehensive analysis method.A comprehensive evaluation of the 11 cross-cultural risks resulted in a comprehensive impact order of 11 cross-cultural risks.Finally,based on the identification and evaluation results of cross-cultural risk management in the paper,combined with the actual and targeted development of the cooperation project,the cross-cultural risk management measures of the China-Myanmar oil and gas pipeline(Myanmar Section)project will enable the cooperation project to be carried out smoothly and efficiently..
