With the development of social economy,the acceleration of urbanization and the improvement of people's consumption level,the output of garbage is increasing day by day,and the pollution to the environment is becoming more and more serious.Municipal solid waste incineration power generation is a widely used way of municipal solid waste treatment in China and even in the world.However,due to the large investment and long payback period of MSW incineration power generation project,the BOT mode of MSW incineration power generation project came into being in order to alleviate the financial funds and improve the efficiency of fund use.However,under BOT mode,the initial investment of MSW incineration power generation project is large,the cost recovery period is long,and the technical requirements for the process treatment of the project company are high,so it has the characteristics of high difficulty and high risk.Improper risk management will not only directly lead to the loss of the project company,but also have a negative impact on the development of China's urban waste incineration power generation industry.Risk sharing is an important measure in risk management.Because the BOT project of MSW incineration power generation is large,there are many cases of problems,involving many interested parties,so the reasonable risk sharing and response work of all parties is particularly important.In this paper,through the collection and arrangement of a large number of documents,the risk theory of small and medium-sized urban waste incineration power generation project under BOT mode is determined,which provides the basis for the research of this paper.Then through the analysis of 12 typical cases,the risks of small and medium-sized urban waste incineration power generation project companies under BOT mode are identified,including various risk sets such as completion risk,operation management risk,etc.the risk evaluation model is constructed by using AHP,and the weight is calculated,and then the comprehensive fuzzy evaluation method is used based on the risk evaluation model from the government,the project company and the contractor The risk sharing method is determined by the risk bearing capacity indicators such as units,and the response strategy and sharing mechanism of key risk factors are determined based on the risk assessment model,which can be used for reference in the division of responsibilities in the pre project franchiseagreement and subcontract agreement.Finally,a case study of a municipal solid waste incineration power plant is conducted to demonstrate the risk sharing strategy involved in the franchise agreement,and the risk sharing model is constructed to verify the feasibility of the risk sharing mechanism.Through the calculation of risk sharing model,the optimal risk bearers of all kinds of risks are determined,which provides decision support and reference significance for the signing and smooth operation of franchise agreement of MSW incineration power generation project under BOT mode.In addition,we can also take different risk response measures by analyzing the value of risk bearing capacity index of different interested parties in the conclusion.
