As one of the most important basic industries and public utilities for national economic development,electricity industry is aim for meeting the increased demand,which is with the development of national economy and the growth in people’s living standards.In recent years,in order to improve the reliability of distribution network operation,smart grid construction has been carried out in an all-round way.The development idea has been clarified,which is building a sustainable development system including full voltage level in all links of generation line,substation,distribution,power service and dispatch.Among them,the distribution automation system directly determines the power consumers’ experience of power quality.It is an important concern for the construction of smart grid in China because of its wide coverage,diversified technology implementation means,long and difficult system construction cycle and so on.The paper analyzes that the State Grid Jiaxing Power Supply Company’s distribution network has increased year by year since the three episodes of the five majors("Intensive Management of Human and Property" and "Great Planning.Great Construction,Great Operation,Great Overhaul and Great Marketing").Due to the inherent characteristics such as small-scale,large-volume and complex conditions,the distribution network project is more "difficult to manage and control" against the main network asset.Through the analysis about project establishment,start-up preparation,on-site construction,completion acceptance,settlement audit,final settlement,business introduction and process at each stage,the business flow chart is optimized,the rationalization suggestions are made in combination with the relevant provisions,and the solutions to the existing problems in current management are given.At the same time,distribution network engineering management is closely connected with power data communication of distribution automation.Power communication network is an important component of distribution automation system,which is the platform of distribution network to realize automation function.During the 13th Five-Year Plan period,distribution automation business gradually extends to medium and low voltage distribution side with the development of smart grid.For this reason,aiming at the automation demand and the backward development of domestic medium and low voltage distribution network automation,this paper studies the medium and low voltage distribution automation communication system based on EPON technology.The economical medium and low voltage distribution automation communication system has high reliability,high stability,flexible configuration,real-time,bidirectional communication and convenient operation and maintenance.The paper studies the design rules of medium and low voltage distribution automation communication system which is based on EPON technology,analyses the protection redundancy design method of optical distribution network and gives the method of intelligent fault diagnosis and prediction based on information fusion technology.Actually,after theoretical demonstration,the results have been through pilot project,and it plays an obvious role in optimizing business processes and improving distribution network management by preliminary practice.The paper discusses all aspects of power distribution network construction management and gives solutions,which is easy to copy and use.The case shows that this process specification can standardize the management process.The distribution automation system scheme based on EPON technology is greatly providing management quality and level,maximizing information sharing,and truly integrating information construction and production management.The system can also realize business management automation,which can effectively improve work efficiency,provides a reference for management and offer a basis for leadership decision analysis.
