| At present,the reform of electric power system is promoted vigorously in China under the guidance of the “No.9 electricity reform”.Investment behaviors of power grid enterprises are regulated to guarantee power grid enterprises stable source of income and higher income level.Different to earlier investment strategy of expanding power grid in order to meet the load growth,the improvement of performance of power grid and efficiency of investment are focused on in power grid investment gradually.The relationship between network performance and investment and the relationship between efficiency and investment are studied in this paper,and the optimization model of power grid investment between transmission network and distribution network is also established.Firstly,the traditional evaluation index of power grid development level and the evaluation index system of power grid at home and abroad are investigated in this paper.The performance index system of 10/35 kV,110/220 kV,500kV power grid are established according to the different functions and characteristics of transmission network and distribution network.Fuzzy mathematics comprehensive evaluation method is used to analyze the network performance index and to evaluate the performance of network comprehensively,and the mathematical relationship between performance and investment in different levels of network are established using logistic model.Then,the evaluation index system of benefit in power grid is established,and the method of distributing grid benefits in different levels of grid is proposed.The relationship between benefit and investment in different levels of power are studied also.Finally,using the power grid of some province in eastern China as an example,the minimum investment demand to meet load growth of the provincial power grid is studied.With investment limits and performance limits as constraint conditions,the power grid investment allocation optimization model is established with the maximum investment benefits of power grid and the balanced development of performance in different levels of power grid as the goal.The optimal investment allocation between different levels of power grid during “13th Five-Year” is given.After the investment allocation optimization,the performance of different levels of grid is more balanced and the benefits of grid are greater.The rationality and accuracy of the power grid planning will be effectively improved by the investment allocation optimization method proposed in this paper,which is of great significance for the reasonable allocation of investment and access to greater grid investment efficiency. |
