Research On Government Regulation Of Social Responsibility Fulfillment Of State-Owned Enterprises

In 2020,“Enterprises have both economic and legal responsibilities,as well as social and moral responsibilities.”proposed by General Secretary Xi Jinping at the entrepreneur forum.As can be seen from the speech,the development and growth of enterprises should not only take economic benefits as the goal,but also have a big picture view with overall planning of the relationship between economic and social benefits as well as take the initiative to shoulder social responsibilities.As the pillar of social development,state-owned are faced with severe and complex external tests and arduous tasks of reform and development,which are bound to shoulder more and heavier social responsibilities than undertaking economic development tasks.State-owned Enterprises need to make greater contribution to the realization of high-quality development in China by more actively fulfill their social responsibilities,serve national energy security and dual-carbon goals,link rural revitalization,and serve regional strategies.In the process of production and operation,enterprise,as an independent economic main body,should carry out relevant activities reasonably and legally in accordance with the requirements of local governments at various levels.With the continuous development and growth of enterprises,the social demand for enterprises is also increasing.In order to meet people’s ever-growing needs for a better life,the government explores mechanisms to regulate enterprises ’ performance of social responsibilities from the perspective of government regulation.In this paper,the development process,the experiences and practices of government-regulated quasi-energy groups in fulfilling their social responsibilities are firstly discussed,which through the research on the social performance of government-regulated enterprises at home and abroad,simultaneously,on the basis of clarifying relevant concepts and theories.Secondly,countermeasures and suggestions for state-owned enterprise fulfilling social responsibility under government regulation from three aspects are given,through finding out the problems and causes of Zhunneng Group fulfilling social responsibility under government regulation.Lastly,it is hoped that this paper will provide reference basis and theoretical support for scholars who carry out relevant research on large-scale state-owned enterprises like Zhunneng Group,especially for those coal enterprises in the future,through the relevant research on local government regulation of Zhunneng Group to fulfill social responsibilities.
