Research On The Evaluation Of Water Ecological Civilization And Its Influencing Factors In The Central Cities Of China's Urban Agglomerations

The construction of aquatic ecological civilization is the basis of sustainable economic and social development,while the central city of China's urban agglomeration is the growth pole of leading the development of national urban agglomeration and is an important component of national strategy.The formation of urban agglomeration in China is in a period of rapid development,the regional environmental differences,economic and social development and water ecological civilization differentiation are more serious.The water ecological civilization has an important influence on the development and construction of urban agglomeration.On the basis of many theories and important literatures on aquatic ecological civilization,this study defines aquatic ecological civilization as a state in which the aquatic ecosystem and its related systems continuously cycle in a certain region and time,thus providing a good aquatic ecological basis for human social production activities.The level of aquatic ecological civilization is the sustainable development level of the interaction between aquatic ecosystem and other social and economic systems in a certain region and time.Water ecological civilization is an important component of ecological civilization construction.Taking the central city of urban agglomeration of China as the research object,water ecological civilization is divided into three aspects:water economic system,water ecological system,and water social system,and 26 representative indicators are selected.The water ecological civilization of central city of urban agglomeration of China from 2012 to 2016 is comprehensively evaluated in sequence and cross-section using principal component analysis method.The sequence results show that,except for no change in the comprehensive score of the water social system in each central city,the comprehensive scores of the water ecological civilization,water ecosystem and water economic system have shown a trend of improvement since 2012-2016.Cross section results show that the comprehensive score of water ecological civilization and its sub-index has obvious regional characteristics.Moran plot shows that the comprehensive scores of aquatic ecological civilization,aquatic ecosystem and aquatic economic system have obvious spatial correlation.The results of clustering show that the high-level areas of water ecological civilization include Beijing?Tianj in-Hebei urban agglomeration,Yangtze River Delta urban agglomeration,Guangdong,Hong Kong and Macao Bay area urban agglomeration and Chengdu-Chongqing urban agglomeration.The middle level area of water ecological civilization includes Guanzhong Plain City Group,Central Plains City Group and Yangtze River City Group.The low-level areas of water ecological civilization include the urban agglomeration of Hachang,the urban agglomeration of Hubao Jin Yu,the urban agglomeration of Lanxi,and the urban agglomeration of Beibu Gulf.The results of spatial clustering are consistent with the results of quantile map and spatial heterogeneity analysis.The evaluation results of ecological civilization are mainly reflected in the imbalance of spatial distribution.In order to further reveal the influencing factors of water ecological civilization in the central cities of China,according to the actual situation of urban agglomeration in China,we focus on selecting five variables including resource endowment,economic factors,social factors,degree of openness,and environmental protection policy,and select spatial measurement model for study.The results show that economic growth,resource endowment,environmental protection policies and opening factors have positive effects on the level of aquatic ecological civilization,while social factors and industrial structure have negative effects on the level of aquatic ecological civilization.Finally,this paper analyzes the water resource constraints in the development of urban agglomeration in different regions,and puts forward the corresponding policy recommendations.
