The world cultural heritage is a system of international conventions supported by the United Nations and the educational and scientific organization of the United Nations,in order to preserve natural or cultural places that has an outstanding universal value to the world.The world cultural heritage includes three aspects of cultural relics,buildings and sites.The world cultural heritage is the masterpiece of human material civilization and spiritual civilization.It is the highest level of cultural protection and inheritance.It has outstanding value in terms of history,art and science.The nineteen major reports of the Party pointed out that we should strengthen the protection and utilization of cultural relics and the protection and inheritance of cultural heritage.Shenyang the Imperial Palace group is located at 171 Shenyang Road,Shenhe district.It is one of the two existing imperial palace buildings in China.It has high level of historical and artistic value.As the cultural heritage and artistic treasure of the Chinese nation,the the Imperial Palace of Shenyang has rich connotation and important practical significance.It contains the unique ideological spirit,creativity,imagination and thinking mode of the Chinese nation.It fully displays the tenacious life vitality of the Chinese nation.It is the cultural carrier and wisdom of the Chinese nation,and is also the precious wealth of all human beings.To protect and make full use of cultural heritage has played an important role in national construction,the construction of ruling party,the construction of mainstream ideology and the development of economic society.Shenyang Imperial Palace tourists surge after deeply understanding the status of cultural relics protection,The protection of the Shenyang imperial palace there is lack of legal basis,government responsibilities are not clear,the propaganda work does not reach the designated position,insufficient funds,regulation is not in place.The government has responsibility in the perspective of Shenyang Imperial Palace ancient buildings and cultural relics.This article choose the the world cultural heritage Imperial Palace in Shenyang as the research object.Using investigation and literature research,and reference the experience of protecting cultural heritage at home and abroad.Clarifying the government’s responsibility to protect Shenyang Imperial Palace from the perspective of public management.Putting forward the government in the concrete suggestions of Shenyang Imperial Palace protection area according to the government duties in the protection of the Imperial Palace.I hope to provide data and technical references for the protection of domestic and international cultural heritage.
