Research On Government Responsibility Performance In The Process Of Inheritance And Protection Of Yangzhou Lacquerware Painting Skills

On May 20,2006,Yangzhou lacquerware decoration technology was approved by the State Council to be listed in the first batch of national intangible cultural heritage list.Yangzhou lacquerware is one of the traditional special arts and crafts in Yangzhou,Jiangsu Province,the origin of Yangzhou,lacquerware decoration is the ancient art of a traditional craft.As early as the Warring States period,Yangzhou lacquer ware was beginning to appear.In modern times,Yangzhou lacquer ware and its decoration skills are still well known at home and abroad.However,owing to the long training cycle and low income of the lacquerware artists,the talent gap in Yangzhou lacquerware industry began to appear under the market economy conditions;at the same time,in modern life,great changes have taken place in people's aesthetic concept,the social demand and aesthetic value of lacquerware gradually weakened,resulting in the lacquerware market withered.As an important cultural heritage,the inheritance and protection of Yangzhou lacquerware decoration techniques are also facing a very serious situation.On the other hand,as a national intangible cultural heritage,Yangzhou lacquerware decoration technology has a long history and cultural connotation similar to other non-legacy arts.At the same time,its inheritance and protection are also similar to other non-legacy arts,there are greater difficulties.The inheritance and protection of cultural and artistic skills not only need to rely on the strength of the market,through vigorous publicity to obtain the recognition of the masses,but also need the support of the government and relevant departments,the government must assume the corresponding public management responsibility in order to achieve the purpose of inheritance of skills.Based on this background,this paper argues that it is necessary to study the protection of Yangzhou lacquerware decoration techniques.The government should take an important responsibility and play a corresponding role in the process of its protection,so that it can continue to pass on in modern society.Through the study,it is found that,at the initiative and request of UNESCO and in accordance with the relevant laws and regulations of our country,the central and local governments have fulfilled the relevant responsibilities in protecting and inheriting Yangzhou lacquerware decoration techniques,and played an important role in promoting the practical inheritance and protection of the techniques.In view of the current government's performance,four major tasks have been carried out,namely,to improve the system design of technology inheritance and protection,to increase financial investment in the development of technology subjects,to pay attention to the cultivation of technology inheritors,and to build a platform for technology exhibition and inheritance.At the same time,we can see that compared with some developed countries or non-heritage protection countries,the government still has some problems in the process of inheritance and protection of Yangzhou lacquerware decoration techniques,mainly manifested in the local government's inheritance and protection policies are not perfect,financial input is still deficient,and skills are passed on.There are still deficiencies in carrying out training,and relatively small publicity in terms of skills.The main reasons for the corresponding problems lie in the ambiguity of the government's main objectives,the ambiguity of the main responsibility,the lack of advanced concept of government's performance,and the mismatch of the professional level of the government's personnel.Based on the above research,this paper argues that the government should strengthen the inheritance and protection responsibility of Yangzhou lacquerware decoration technology from four aspects:first,strengthen the policy and system construction of technology inheritance and protection,including the strategic planning of technology inheritance and protection,the construction of technology inheritance and protection;second,adjust and optimize the structure of technology inheritance and protection;The financial input for inheritance and protection includes broadening the sources of funds for inheritance and protection,optimizing and adjusting the structure of funds for inheritance and protection;cultivating and protecting the inheritors of technology,including maintaining the self-inheritance of the inheritors of technology,establishing and perfecting the platform for training the inheritors of technology;and strengthening the protection of technology.Generalized propaganda,including strengthening the traditional technology protection publicity work and strengthening the Internet background of technology protection publicity.Through the implementation of the corresponding policies,under the guidance of the government,the protection of Yangzhou lacquer wares and decorations will be upgraded,and the inheritance and development of this intangible cultural heritage will be realized.
