Habermas is one of the most influential and celebrated contemporary ideologist and philosopher, his thoughts and works have been extensively acknowledged and studied home and abroad.Habermas' communicative behavior theory was deeply influenced by Frankfurt School,Webb and Linguistic turn of Western Philosophy. The theoretical significance of communicative rationality was highlighted through criticism on alienation of western civilization and instrumental rationality of Webb.Habermas' communicative behavior theory was quite different from traditional rational consciousness, for the former is based on understanding, liberty and equality. One of the most important theoretical achievements in the study of Habermas is the foundation, application and improvement of the communicative behavior theory. The living world, background of all interaction, was the vital transitional link from communicative rationality to social rationality, which reflected the recognition and interpretation of Habermas towards the society. The thesis mainly researched the relationship between cadres and masses,or relationship between the leaders and the followers, according to Habermas' communicative behavior theory, which has been an attempt and innovation.By studying Habermas' communicative behavior theory, this thesis combines it with the cadre-mass relations. And it is applied to the cadre-mass relations thus we can understand the relations from a theoretical perspective and give suggestions in the cadre-mass relations. There are mainly four parts in the thesis. The introduction mainly talks about the reason to choose the topic, the value and research status of the topic home and abroad, the research contents and methods of this paper. In Section?,the thesis states the formation and then the main points of Habermas' communicative behavior theory. The theory consists of four aspects: the concept and type of communicative behavior, systems and the living world, discourse ethics and communicative rationality. In Section ?,the thesis introduces the applicability of Habermas' communicative behavior theory to the cadre-mass relations.Firstly, this thesis briefly introduces the significance of the cadre-mass relations and the harmonious relationship between cadres and groups. Then the applicability of communicative behavior theory to the cadre-mass relations is emphasized.Because in the cadre-mass relations the communication between cadres and groups is an interactive behavior with language as the medium and both parties reach a consensus on the basis of understanding,Habermas' communicative behavior theory can be applied to the cadre-mass relations. In Section ?,the application of communicative behavior theory in the cadre-mass relations is mainly stated through 6 parts, including construction of ideal speech situation, the establishment of negotiated cadre-mass relations and the public sphere in rational cadre-mass exchanges, theimprovement of communicative competences, the deepening of communication practice, and the formation of general norms in cadre-mass communications. In Section ?,the thesis focuses on the significance and limitation of the theory application to cadre-mass relations. After introducing the limitations, some suggestions on how to apply the communicative behavior theory to the dry-group relationship are given.A general summary is put forward in the Conclusion Part. The communicative behavior theory of Habermas emphasizes the communication and interaction between communicative subjects through the medium of language. Its starting point and objective are to achieve mutual understanding and achieve a consensus through an equal communication.By studying the theory of communication behavior, this thesis combines the theory with practice and applies the communication behavior theory to the cadre-mass relations.
