Research Of Shanghai Winter Relief Committee (1945-1948)

Since modern times,due to the invasion of Western powers,China has caused poverty and backwardness.The invasion of China by Japanese imperialism has brought more disaster to the Chinese people.After the War of Resistance Against Japanese Aggression,the Kuomintang government attempted a one-party dictatorship and provoked a civil war.Winter has come before the war has broken out.In this case,Shanghai is devastated and there are many homeless people.This has become a social issue that the Kuomintang government has to pay attention to.To solve these problems,the Kuomintang government has organized relief agencies at different levels.The Shanghai Winter Relief Committee is a typical temporary seasonal relief organization that specializes in the relief of Shanghai refugees during the winter season.The Shanghai Winter Relief Committee is a charity relief agency directly under the jurisdiction of the old Shanghai Municipal Government.The Shanghai Winter Relief Committee was formally established by the Municipal Social Bureau and relevant agencies at the end of 1945(changed to the Shanghai Relief Committee in 1948).The establishment of the Shanghai Winter Relief Committee can not only solve the urgent needs of some refugees to a certa in extent,stabilize social order,but also win over people's hearts.This paper mainly takes the Shanghai Winter Relief Committee as the research object and is divided into four parts.The first chapter mainly expounds the establishment of the Shanghai Winter Relief Committee,including the background of the establishment and its establishment process,and the necessity of carrying out winter relief through the analysis of the background.The second chapter is mainly from the establishment of the Shanghai Winter Relief Committee and the guarantee of funds,elaborated on the organizational structure,personnel composition and fund raising and distribution.The third chapter mainly expounds the winter relief work carried out by the Shanghai Winter Relief Committee,including the relief objects and the relief activities.The activities of food relief,setting up a shelter for the cold and setting up a workshop are discussed in detail.The conclusion is an evaluation of the Shanghai winter relief committee.It mainly analyzes the characteristics and limitations of the Shanghai winter relief committee.On the one hand,it relieves refugees,suspends social pressure,and maintains social stability to a certain extent.On the other hand,it was pointed out that during this period,the Kuomintang government launched an anti-communist civil war.The fierce military and political struggle almost destroyed the relief results.In addition,the Kuomintang was seriously corrupt during the war of liberation,and the internal organs of the Winter Relief Committee were overflowing with each other.,but also internal management chaos.As a result,the winter relief committee was extremely inefficient.
