After the Japanese occupation of Nanjing,more than 20 foreigners in Nanjing set up the International Commission for the Safe Zone.The establishment of the Nanjing International Safe Zone provided shelter for countless refugees.However,the work of the International Commission for the Safeguarding and Relief of Refugees in Nanjing has drawn hostility from the Japanese authorities and has been suppressed by the Japanese authorities.On February 18,1938,the International Commission for Safe Areas was reorganized to form the "Nanjing International Relief Committee." After the establishment of the Nanjing International Relief Committee,it became a purely non-governmental relief organization.It continued its relief work for Nanjing refugees and actively helped returning refugees to return to their normal lives.The first chapter of this article analyzes the background before the establishment of the Nanjing International Relief Committee,that is,the former Nanjing Security Zone International Committee was subject to hostility and repression by the Japanese military authorities.At the same time,it also faced issues such as emergency supplies,the management of refugee shelters,and the safety of its members.In order to ease the tension with the Japanese military authorities,the Nanjing Security Zone International Committee was forced to reorganize to form the "Nanjing International Relief Committee." The second chapter reviews the organizational structure,personnel changes,and funding sources of the Nanjing International Relief Committee,and analyzes its operational relationship with the Nanjing International Relief Society in Shanghai and the Nanjing Branch of the World Red Swastika Society.Chapter III elaborates that the Nanjing International Relief Committee carried out refugee shelter and relief,cash relief and loans,work-for-aid,rural relief,and medical assistance based on previous investigations.In addition,the Nanjing International Relief Committee has opened various schools to teach refugee knowledge and skills.The fourth chapter analyzes the difficulties faced by the Nanjing International Relief Committee,mainly from the conflicts and frictions with the Japanese military authorities and the squeeze of relief space.After the Pearl Harbor incident broke out,the Nanjing International Relief Committee was also forced to disband.Finally,the relief actions of the Nanjing International Relief Committee were evaluated.Their relief work helped Nanjing refugees get on track.The humanitarian and pacifist spirit of Nanjing International Relief Commissioner should be praised and praised.
