The CCP's Takeover Of Guiyang And Municipal Construction (1949-1956)

During the War of Liberation,CCP gradually liberated and took over most of the cities from Jiang's Nationalist Government,as the Kuomintang was steadily losing ground in the civil war between the Kuomintang and the Communist Party.While some Kuomintang forces transferred to the southwest and took the southwest as the last line of defense against the liberation of all China by the Chinese Communists,in an attempt to unite with the local warlords nearby to give the CCP a blow.As one of the most important cities in Southwest China,Guiyang is important not only in its strategic position,but also in its unique urban development and complex social environment.On the eve of the liberation of Guiyang by the Communist Party of China,the destruction of Guiyang's experience of war has not yet recovered.The bankruptcy of the National Government has caused the rapid devaluation of the legal currency and the wanton search for the people's plaster and the transfer of property obtained from the exploitation,which has caused the prices of Guiyang to rise rapidly.The social order was strongly impacted and destroyed.After taking over Guiyang,the Communist Party of China adopted military management for a period of time,gradually accepted the various organs and units of the national government,adjusted prices,attacked the enemy,and the bandit,and stabilized social order.By the completion of the first five-year plan,Guiyang's urban construction has gradually recovered and developed.In particular,there have been more achievements in municipal construction,in addition to greater progress in municipal projects compared with before the takeover,and in the culture of close ties with the citizens of Guiyang.There have also been important developments in public utilities.The first chapter is the introduction,the research background,domestic and foreign research status,research significance,innovation and difficulties,research methods to make an overview and analysis.The second chapter describes the social conditions before the Chinese Communist Party took over Guiyang,including the strengthened rule of the National Government,the desolate urban economy,the erosive life of the citizens,and the backward municipal construction.This paper describes and analyzes the basic policy of liberation and takeover of southwest China and the concrete policy of Guiyang,as well as the plan of taking over the city of Guiyang and the preliminary renovation of Guiyang.The third chapter is the Communist Party of China on the Guiyang municipal construction of the general situation of a specific exposition and analysis,including the basic conditions of municipal construction and the main content of municipal construction;This paper summarizes the achievements and limitations of Guiyang municipal government at the end of the first five-year plan,and summarizes and analyzes the process of Guiyang municipal construction in the early days of the founding of the people's Republic of China.The fourth and fifth chapters are the concrete evaluation of the liberation,takeover and construction of Guiyang by the Communist Party of China in the early days of the people's Republic of China,as well as the enlightenment to the development of Guiyang under the conditions of the new era.It also expounds the significance of how to keep up with the pace of the times to develop Guiyang and promote the development of Guiyang.
