Research On The Supply Of Public Cultural Products In Minority Areas

The Party and the state have always attached great importance to the development of public cultural undertakings in minority areas in China.Since the implementation of the strategy of Western development,great progress has been made in public cultural undertakings in ethnic minority areas in China.However,due to historical and practical reasons,the development of public cultural undertakings in minority areas has lagged behind for a long time,and the level of development is still relatively low.The development of public cultural undertakings is related to the realization of citizens'public cultural rights,which are mainly realized through the supply of public cultural products and services.At present,although great progress has been made in the level of social and economic development in ethnic minority areas and the material living conditions of the people have been greatly improved,it is difficult to meet the growing spiritual and cultural needs of the people in ethnic minority areas.There is a contradiction between the growing spiritual and cultural needs of the people in ethnic minority areas and the insufficient and unbalanced supply of public cultural products.It is still a long-term difficulty faced by minority areas.Therefore,how to provide adequate and equal public cultural products is of great practical significance for meeting the spiritual and cultural needs of the people in minority areas and realizing the public cultural rights of citizens in minority areas.This paper takes Jianchuan County,Yunnan Province,which is located in the western minority areas,as a case study.Through in-depth field investigation and research in 5 towns and 3 townships of Jianchuan County,Yunnan Province,after having a comprehensive grasp of the relevant situation of public cultural products and services supply in Jianchuan County,Yunnan Province,relying on statistical data and interview data,the supply of public cultural products in Jianchuan County,Yunnan Province,is realized first.On the basis of a comprehensive introduction,this paper deeply analyses the problems existing in the supply process of public cultural products in Jianchuan County,Yunnan Province:single supplier;insufficient total supply and insufficient types of supply products;serious imbalance of supply structure between urban and rural areas;difficulty in developing and inheriting some cultural heritage;difficulty in meeting the diverse needs of citizens;talent team of grass-roots public cultural services.Instable.Secondly,this paper makes a comprehensive analysis of the causes of the problems in the supply of public cultural products in Jianchuan County,Yunnan Province,including:weak financial capacity of the government;low participation of enterprises and non-governmental organizations;the impact of biased views on political achievements;the lack of channels for expressing citizens'needs;and the lack of succession of national culture.Thirdly,on the basis of fully drawing lessons from the successful experience of public cultural products supply in other areas of our country,especially in other ethnic minority areas:Jianshui County,Yulong County and Danzhai County,Guizhou Province,Yunnan Province,some suggestions are put forward to improve the supply of public cultural products in Jianchuan County,Yunnan Province:building a government-led multi-main supply mode;increasing financial support.Maintain strength;take the mass demand as the guidance,smooth demand expression channels;vigorously develop national cultural undertakings and cultural industries;balance the supply structure of urban and rural areas;strengthen the construction of grass-roots public cultural talent team.Through the analysis,the author draws the conclusion that in the supply process of public cultural products in Jianchuan County,Yunnan Province,the government,as the main supplier,should give full play to the role of overall coordination,establish the concept of service,actively support,guide and encourage enterprises,non-governmental organizations and individuals to participate in a wide range under the circumstance of Limited financial capacity.On this premise,special attention should be paid to integrating the existing traditional ethnic culture and historical and cultural resources into the supply process of public cultural products,vigorously developing national cultural undertakings and national cultural industries,so as to find a way to supply public cultural products with ethnic minority cultural characteristics,and to provide sufficient,equal and equal resources for the masses of the people in the region.Public cultural products with minority cultural characteristics can meet the growing spiritual and cultural needs of the local people and realize citizens'public cultural rights.
