The article is based on the disciplinary construction of pop vocal majors. After a series of studies, the author found out that talent recruitment on a collegiate level;the results during the academic training;the outcomes after students finish their study and most of the pop singing musical contests are all evaluated by scores. The current situation of the pop singing contest is largely subjective under the most conditions. The participants are graded by judges' artistic experiences, therefore, qualitative assessment has been applied. However, the qualitative assessment bears some innate disadvantages. The evaluation system of the international pop music academies was studied using a typical survey and Delphi method over teachers of the pop vocal department from college S.As a result,a quantitative evaluation system has been devised. The system codified the key elements of pop vocal evaluation and achieves equilibrium between both qualitative and quantitative grading mechanism.By reflecting on the ability and qualities of pop vocal teachers, the author suggests using “key curriculum group” to compensate for the inability of the instructors and in hopes of all pop vocal educators to set up a teaching philosophy which is congruent with the law of pop music development.
