Research On The Construction Of Service-oriented Government In Ethnic Areas

Wen Jiabao, our Premier of the state council, emphasized that Weshould try hard to build a service-oriented government for the first time inthe government work report, which is reported on the Tenth NPC thirdmeeting in2005. Then, In March2006?we put forward to speed up theconstruction of the service-oriented government clearly in our nationaleconomic and social development plan for the "11th five-year plan". Afterthat, we stressed the need to build a service-oriented government onceagain in the national economic and social development plan for the "12thfive-year plan" in March2011. Up still now, it has been an important taskto build a service-oriented government for social development.China is always a multi-ethnic country since ancient times.Minority areas are the integral and important parts of China. Theservice-oriented government construction in minority areas is animportant step of China's service-oriented government construction. It isonly to promote the service-oriented government construction andtransform the government functions actively, we just can promote theeconomic development in minority areas, as well as achieve minorityharmonious and perfect our service-oriented government building.This paper is based on the purpose and significance of building aservice-oriented government in the minority areas. Firstly, I analyze the theoretical basis of building a service-oriented government. Meanwhile, Isummarize the research status quo on the service-oriented government athome and abroad, getting the present situations of studying. And then, Idescribe the main contents and innovation points.Secondly, I analysis the theories which are the construction ofservice-oriented government in minority areas based on. I define theconcepts, contents and the standards of the service-oriented government. Istudy the actual situations on the building of service-oriented governmentat home and abroad, in order to draw lessons from them.Thirdly, I take the construction of service-oriented government in theTibet Autonomous Region for example. I probe the present situations andshortcomings, and analyze the reasons of Tibet's service-orientedgovernment construction. According to this, I put forward thecountermeasures and suggestions for Tibet, in order to build aservice-oriented government and insist the system of regional ethnicautonomy.
