| A harmonious socialist society is a social ideal pursued unremittingly by all mankind and by the Marxist political party. A harmonious society is a strategic goal of social development and refers to a kind of harmonious social state with and concerted efforts among all levels of society. A service-oriented government is the one that serves the people, the one that guided by citizen standard and social standard theory, positions itself as the server, but not the regulator within the framework of the whole social democratic order, the one that takes "serving the people" as a tenet,"judicial justice" as a symble, and fulfills corresponding responsibility according to the legal procedures and the citizens’will, the one that embodies the important thought of’Three Represents" in the field of administration.Building a service-oriented government is the developing direction of government reform in a transitional period and the important measure to build a harmonious society in the minority regions. At present, owing to the lack of social resources and the relative backwardness of social development in the minority regions, the service-oriented government in these regions is affected by some disharmonious factors in the process of development. Thus, the service-oriented government should carry forward the transformation of government functions actively, meet demand for public goods and public service, establish the administrative service concept of people-oriented, and develop socialist democracy. Only by increasing investment of public utilities, giving great impetus to the employment of the laboring masses, solving the housing problem practically, effectively consummating social security, earnestly enforcing the Law on the Autonomy of Ethnic Minority Regions, creating the natural environment that man can live in harmony with nature, can we boost harmonious ethnic relations and achieve the goal of building a harmonious socialist society. |
